Support level for community digital transformation teams in villages and residential groups in Hanoi

Resolution No. 92/2026/NQ-HDND of the Hanoi City People's Council stipulates policies to support the operation of community digital transformation groups in Hanoi city in the period 2026 - 2030.

The subjects of application include community digital transformation groups in villages and residential groups in Hanoi City decided to be established, consolidated or recognized by the commune-level People's Committee according to regulations.

Supporting the activities of the community digital transformation team must ensure the right subjects, the right tasks, the right purposes, directly serving propaganda, guidance, and support for people, households, and businesses participating in digital transformation in the community.

Support is implemented on the basis of publicity, transparency, thrift, efficiency, ensuring the proper use of state budget funds and not overlapping with other support expenditures.

Support must be linked to the results of task implementation of the community digital transformation team assigned in accordance with the tasks and targets assigned by the City People's Committee and commune-level People's Committees in the annual operating plan, and at the same time encourage the mobilization and integration of other legitimate resources to improve operational efficiency.

Funds to support the operation of the community digital transformation team are implemented in a team-based method and are used to serve the general task deployment activities of the team; participate in training, workshops, professional activities, update knowledge, foster and improve digital transformation capacity; perform periodic and unscheduled digital transformation tasks assigned by competent authorities.

The support level is 2 million VND/group/month. The support period is from August 1, 2026 to the end of December 31, 2030.

The commune-level People's Committee is responsible for managing, guiding, inspecting, paying and finalizing funding to support the operation of the community digital transformation team according to current regulations and guidance of the City People's Committee; ensuring publicity, transparency, economy, efficiency, and purposefulness, serving the general tasks of the community digital transformation team.

The community digital transformation team performs tasks according to the program, plan or assigned tasks; the team leader of the community digital transformation team agrees with members on the need to use funds, reports to the commune-level People's Committee to implement expenditures in accordance with the content, level of support and current regulations...

Based on actual conditions and the ability to balance the local budget, the Commune-level People's Council decides to provide additional support to the community digital transformation group in the area; the total additional support level from the local budget does not exceed 2 times the support level as prescribed above.
