From July 2026, when will permanent residence registration be cancelled

Article 11 of Circular 116/2026/TT-BCA of the Ministry of Public Security detailing a number of articles and measures to implement the Law on Residence (effective from July 1, 2026) stipulates the cancellation of permanent residence registration as follows:

1. The residence registration agency resolves procedures for permanent residence registration or other procedures for residence that change the results of permanent residence registration but are not within its authority, not for the right subjects and conditions according to the provisions of the Law on Residence, then the resolved results must be cancelled. In case of complexity, report to the directly superior head of the agency that registered permanent residence for consideration and decision to cancel the permanent residence registration or other procedures for residence.

2. Within 1 working day from the date of the decision or receipt of the decision of the directly superior agency on the cancellation of permanent residence registration or other residence procedures, the agency that has performed is responsible for updating the cancellation of results in the Residence Database, restoring the status and previous residence information; notifying the citizen in writing in the form of a paper or electronic document, stating the reason and transferring the identification and residence archive.

Thus, from July 1, 2026, permanent residence registration will be cancelled in the above cases.
