Military rank allowance for non-commissioned officers, soldiers and cipher students from July 1st

The Labor Law Consulting Office said: Circular 74/2026/TT-BQP has guided the implementation of the basic salary level for subjects receiving salaries or military rank allowances, and living expenses from the State budget in agencies and units under the Ministry of National Defense, effective from July 1, 2026.

Issued together with Circular 74/2026/TT-BQP, there is a list of military rank allowances for non-commissioned officers, soldiers and chemistry students in the army from July 1st as follows:

Thus, the military rank allowance for non-commissioned officers, soldiers and cipher students from July 1st is regulated according to the table above.

Accordingly, the method of calculating allowances in the army from July 1, 2026 according to the provisions of Article 3 of Circular 74/2026/TT-BQP, is as follows:

- Military rank allowance level for non-commissioned officers, soldiers and cipher students

Military rank allowance level implemented from July 1, 2026 = Base salary level 2. 530,000 VND/month x Current military rank allowance coefficient.

- The allowance level is calculated according to the coefficient:

For regional allowances for non-commissioned officers, soldiers and cipher students:

Regional allowance level implemented from July 1. 2026 = Second rank allowance level (calculated according to the base salary level 2. 530,000 VND/month) x Allowance coefficient enjoyed according to regulations.

- Income level calculated as a percentage:

For non-commissioned officers, soldiers and cipher students:

The allowance level implemented from July 1, 2026 = The current military rank allowance level, plus leadership position allowance (if any) calculated according to the base salary level 2. 530,000 VND/month x percentage of allowance enjoyed according to regulations.
