Additional allowances for military officers who wear heavy equipment

This content is stipulated in Decree 363/2025/ND-CP of the Government on policies to attract and promote talent for the Vietnam People's Army.

The Decree clearly states policies on additional allowances for talented people.

First, graduates trained at military schools, schools outside the military and abroad with excellent graduation rank are conferred the rank of officer or salary and professional military rank, and are entitled to a maximum monthly increase of 250% of their current salary.

This includes: salary according to military rank, position, title, rank and salary allowances according to the provisions of law for a period of 5 years from the date of the decision of the Minister of National Defense to apply the talent appreciation policy.

Second, officers, professional soldiers, defense civil servants, defense workers and public employees from the date of the decision of the Minister of National Defense on applying the talent promotion policy will receive an additional monthly allowance equal to 400% of their current salary.

This includes: salary according to military rank, position, title, rank, level and salary allowances according to the provisions of law.

Decree 363/2025/ND-CP also stipulates cases of receiving higher allowances as follows:

For professors and associate professors who preside over consulting and proposing policies and solutions or have breakthrough scientific research works in strategic fields, national or international focuses applied to practice with high efficiency; Minister-level Chief Architects and Project Chief Architects equal to 550% of current salary;

For those with a doctorate degree, level II specialist, level II specialist pharmacists, experts, managers, and business administrators who preside over consulting and proposing policies and solutions or have breakthrough scientific research in strategic fields, national or international focuses, will be applied to practice with high efficiency equal to 500% of current salary;

For those with a master's degree, a level I specialist, a level I specialist pharmacist, when presiding over consulting and proposing policies and solutions or having breakthrough scientific research works in strategic fields, national or international focuses, will be applied to practice with high efficiency equal to 450% of current salary;

In special cases, working in key areas of the Army but not the above subjects are entitled to an additional allowance equal to 450% of their current salary.

In addition to the above additional allowance level, the Minister of National Defense shall base on the results of the annual task implementation assessment through the quantity, quality and progress of the product/work to decide to increase the allowance level from 50% to 100% of the current salary for individuals with outstanding achievements.
