Salary level of Commanders and Deputy Commanders of Military Commands at commune level from July 1st

Based on Point a), Point d) Clause 1, Article 20 of the 2019 Law on Militia and Self-Defense Forces, amended and supplemented by Point a), Point b) Clause 9, Article 10 of the Law amending and supplementing a number of articles of 11 Laws on military and national defense in 2025, Commanders and Deputy Commanders of Military Commands at commune level are civil servants, so they are entitled to salaries according to the civil servant regime.

Point a) Clause 1, Article 3 of Circular No. 13/2026/TT-BNV dated May 29, 26 of the Ministry of Home Affairs (effective from July 1, 2026), the salary level of the Commander and Deputy Commander of communes from July 1, 2026 will be calculated according to the following formula:

Salary level implemented from July 1, 2026 = Base salary of 2,530,000 VND/month x Current salary coefficient.

Based on Section 4 of Official Dispatch No. 7644/BNV-CCVC dated September 9, 2025 of the Ministry of Home Affairs on the recruitment and salary ranking of Commanders, Deputy Commanders, Assistants of the Military Command at the commune level, the salary ranking for Commanders and Deputy Commanders of the Military Command at the commune level is implemented:

Case 1: In case salaries are currently ranked according to the professional and nghiệp vụ salary scale of civil servants and public employees specified in Decree No. 204/2004/ND-CP, they will continue to receive salaries according to the rank and grade already ranked.

Case 2: In case salaries are being ranked according to the salary scale of military ranks of officers of the People's Army; officers, non-commissioned officers of the People's Police and cipher officers or are being ranked according to the salary scale of professional soldiers of the People's Army and technical expertise of the People's Police or according to salary scales for cipher officers, they shall be implemented corresponding to each case according to the provisions of law.

Case 3: If it does not fall into the two cases mentioned above, then based on the working time according to the provisions of law, in accordance with the professional qualification requirements of the position of Commander, Deputy Commander, with compulsory social insurance contributions (if not continuously but has not received a one-time social insurance allowance, it is accumulated), classified into the salary grade in the rank of specialist - civil servant type A1 (if having university degree) or civil servant type A0 (if having college degree) specified in the Professional and nghiệp vụ Salary Table for cadres and civil servants in State agencies (Table 2) issued together with Decree No. 204/2004/ND-CP according to the principle:

Starting from grade 1, every 3 years (enough 36 months) is ranked up to 1 salary grade; after converting the time to be ranked into the salary grade in the civil servant rank, if there are months that are not enough 36 months, these months are counted into the time for considering salary grade promotion next time or considering enjoying seniority allowances beyond the frame (if any).
