New allowance for Deputy Head of the Military Command of commune level and militia

The Government has just issued Resolution No. 66.12/2026/NQ-CP on the organization and operation of the Military Command (CHQS) of communes, wards, and special zones directly under the Provincial and City Military Commands, the Hanoi Capital Command, and the Ho Chi Minh City Command.

In the appendix to the list of legal documents that need to be amended and supplemented related to Resolution No. 66.12/2026/NQ-CP, the Government assigned the Ministry of National Defense in 2026 to propose contents to amend a number of regulations in Decree No. 72/2020/ND-CP of the Government detailing a number of articles of the Law on Militia and Self-Defense Forces on organizing force building and policy regimes for militia and self-defense forces; Decree No. 16/2025/ND-CP...

Including proposing the content of amending standards and norms for working equipment of commune-level Military Commands, Military Commands of agencies, organizations, and standing militia units in Article 5:

Basic standards and norms for working equipment of the Commune-level Military Command are as prescribed. Based on regulations, the head of the agency or organization decides on the working equipment of the Military Command of the agency or organization to be appropriate.

Every day, the Commune-level Military Command, the Military Command of agencies, organizations, and standing militia units are issued a number of People's Army Newspapers.

Localities ensure funding for buying newspapers for commune-level Military Commands, standing militia units; agencies and organizations ensure funding for buying newspapers for their agencies and organizations' Military Commands.

The Government also requested amendments to the regime of allowances for positions of militia commanders:

Currently, Commander, Political Commissar of the Commune-level Military Command; Commander, Political Commissar, Military Command of agencies and organizations: 561,600 VND.

Deputy Commander, Deputy Political Commissar of the Commune-level Military Command; Deputy Commander, Deputy Political Commissar of the Military Command of agencies and organizations; Battalion Commander, Political Commissar of the naval delegation; Naval delegation Commander, Political Commissar of the standing militia flotilla; Company Commander, Political Commissar of the mobile militia company: 514,800 VND.

Notably, in the attached appendix, the Government also assigned the Ministry of National Defense to amend the monthly allowance regime, one-time allowance, and meal allowance for the Deputy Commander of the Commune-level Military Command in 2026.

For the Deputy Commander of the Commune-level Military Command, the monthly allowance level is implemented according to the regulations of non-specialized personnel at the commune level.

In case of not participating in social insurance, having a continuous working period of 60 months or more, when quitting, they are entitled to a one-time allowance, for each year of work, it is calculated as 1.5 months of the average allowance for the last 60 months.

In case of odd months, it is calculated as follows: Less than 1 month is not subsidized; from 1-6 months are entitled to subsidies equal to 0.8 months of the average allowance of the last 60 months; from 7-11 months are entitled to subsidies equal to 1.5 months of the average allowance of the last 60 months.

The Deputy Commander of the Commune-level Military Command during the time of performing combat readiness duty, participating in training, fostering, and training, commanding militia units performing tasks according to the approved plan or decisions of the Chairman of the Commune-level People's Committee or higher are guaranteed meal allowances equal to the basic meal allowance of sergents and infantry soldiers currently on duty; are guaranteed additional meal allowances for holidays and Tet equal to the additional meal allowance for holidays and Tet of sergents and infantry soldiers on duty in the army.
