Thoroughly handle junk SIMs, mandatory verification of social network users' identities

The Secretariat requests to thoroughly handle the situation of "junk" SIMs, "virtual" accounts, and anonymous accounts; apply mandatory identity verification measures to social network users.

On behalf of the Secretariat, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu signed and issued Directive No. 57-CT/TW dated December 31, 2025 on strengthening network security, information security, and data security in the political system.

Recognizing that the situation of network security, information security, and data security in the world and in the country has many complex and unpredictable developments, the Secretariat requests Party committees and Party organizations at all levels to thoroughly grasp the viewpoint that ensuring network security, information security, and data security is a key, regular, and urgent task.

This is the responsibility of the entire political system and the entire people, placed under the direct and comprehensive leadership of the Party, the centralized and unified management of the State.

The People's Police Force and the People's Army play a key role; mobilizing the combined strength of the entire people, building a people's security posture associated with the all-people national defense posture in cyberspace.

The Secretariat stated the viewpoint of shifting strategic thinking from "passive defense" to "proactive defense", "active defense", building a "proactive and comprehensive network security posture".
