Thoroughly handle junk SIMs, mandatory verification of social network users' identities

On behalf of the Secretariat, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu signed and issued Directive No. 57-CT/TW dated December 31, 2025 on strengthening network security, information security, and data security in the political system.

Recognizing that the situation of network security, information security, and data security in the world and in the country has many complex and unpredictable developments, the Secretariat requests Party committees and Party organizations at all levels to thoroughly grasp the viewpoint that ensuring network security, information security, and data security is a key, regular, and urgent task.

This is the responsibility of the entire political system and the entire people, placed under the direct and comprehensive leadership of the Party, the centralized and unified management of the State.

The People's Police Force and the People's Army play a key role; mobilizing the combined strength of the entire people, building a people's security posture associated with the all-people national defense posture in cyberspace.

The Secretariat stated the viewpoint of shifting strategic thinking from "passive defense" to "proactive defense", "active defense", building a "proactive and comprehensive network security posture".

Risks and challenges related to network security, information security, and data security must be identified and handled early and remotely, ready to have corresponding protection measures to deter and neutralize risks, and protect national and ethnic interests.

The Secretariat's directive emphasizes the motto "autonomy, self-reliance, self-strengthening" in building network security potential.

Ensuring network security and data security is a fundamental factor, a mandatory requirement right from the planning, design, construction, and operation stages of the information system. If the system does not ensure safety and security, it is resolutely not put into use.

The collection, management, and exploitation of digital data must be protected at the highest level; absolutely do not reveal or leak state secrets or sensitive data, even during testing.

Heads of Party committees, authorities, agencies, and units are directly and comprehensively responsible for ensuring network security, data security, and protecting state secrets in their localities and units.

The results of this work are one of the important criteria for evaluating and ranking organizations, cadres, party members, civil servants, public employees and laborers annually.

The Secretariat requests the deployment of a national cyberspace identification and authentication system; unify the identification of citizens, social network users, telecommunications subscribers and Internet resources (domain names, IP addresses...).

Resolutely thoroughly handle the situation of "junk" SIMs, "virtual" accounts, and anonymous accounts; apply mandatory identity verification measures for social network users and age control mechanisms to protect children in cyberspace.

Regarding network security, the Ministry of Public Security is responsible to the Government for presiding over state management of network security, information security, and data security throughout (from design, creation, deployment to operation) for information systems and databases of the entire political system and managing the provision of network security products and services for these systems (except for information systems, military databases and cryptography within the management scope of the Ministry of National Defense).
