Village heads are consulted when assessing security forces and grassroots order
Village heads, heads of residential groups and heads of Front working groups are consulted when evaluating and classifying forces participating in protecting security and order at the grassroots level.
The Ministry of Public Security issued Instruction No. 01/HD-BCA-V05 stipulating criteria for evaluating the results of activities of forces participating in protecting security and order at the grassroots level.
The Ministry of Public Security said that the assessment results are the basis for directing and operating the forces participating in protecting security and order at the grassroots level to operate effectively, in accordance with the actual situation of the locality.
At the same time, it is one of the bases for proposing rewards for the Security and Order Protection Team and members of the Security and Order Protection Team with good performance results during the year to encourage or propose to dismiss members of the Team who are less active and do not complete their tasks, thereby improving the quality and efficiency of the activities of this force.
Instruction 01/HD clearly states the order of evaluating members of the Security and Order Protection Team.
First, members discuss and vote to agree on the proposed classification level for the Group and Group members ( record the meeting according to the form). Based on the meeting results, the Head of the Group reported in writing to the Commune-level Police Command (through the Commune-level Police officer in charge of the area) on the classification results for the Group and Team members.
Next, the Commune-level Police officer in charge of the area commented and evaluated the results of the activities of the Group and its members; at the same time, asked for opinions from the Village Chief, Head of the Residential Group, Head of the Front Work Committee in the village and residential group in the area on the results of the classification for the Group and its members, and synthesized the results to report to the Commune-level Police Command.
Commune-level police advise the Chairman of the Commune People's Committee to organize a meeting to evaluate the results of activities and consider classifying the groups and members of the group in the year. The members include: Chairman of the People's Committee at the commune level, chaired by; representatives of the Commune-level Police Commander; Commune-level Police officers in charge of the area; Heads of the Security and Order Protection Team in the area; other related members chaired by him to convene and invite to meetings.
Finally, based on the results of the above meeting, the Commune-level Police advise the Chairman of the Commune-level People's Committee to issue a decision to classify the Teams and members of the Teams.
