Village heads are eligible to participate in compulsory social insurance
The village chief is a part-time worker in the village or residential group, one of the five subjects eligible to participate in compulsory social insurance.
Regarding the arrangement of villages and residential groups in communes and wards, at the 10th Session of the 15th National Assembly, which has just ended, the leader of the Ministry of Home Affairs said that the ministry is preparing for a plan to review and arrange villages, hamlets and residential groups nationwide, expected to be implemented in May 2026.

The latest report of the Department of Salary and Social Insurance (Ministry of Home Affairs) clearly stated: In Resolution No. 28-NQ/TW dated May 23, 2018 of the Central Executive Committee on reforming social insurance policies (SI) affirmed:SI is one of the main pillars of the social security system in the socialist-oriented market economy, contributing significantly to the implementation of progress and social justice, ensuring political stability - society, people's lives, and sustainable development of the country.
Also in this Resolution, the development goals of the social insurance system towards the national social insurance system have been identified; specifically, the development goals of social insurance participants by 2025.
Strive to reach about 45% of the working-age population participating in social insurance, in which farmers and workers in the informal sector participating in voluntary social insurance account for about 2.5% of the working-age population.
By 2030, strive to reach about 60% of the working-age population participating in social insurance, of which farmers and workers in the informal sector participating in self-reported social insurance account for about 5% of the working-age population.
To implement the set goals by 2025 and 2030, the Department of Salary and Social Insurance has proactively advised the Ministry of Home Affairs on many important contents.
In particular, it has been submitted to the Government and the National Assembly for approval of the Social Insurance Law No. 41/2024/QH15.
In this Law, 5 groups of subjects are added to participate in compulsory social insurance. Accordingly, 1 of the 5 subjects participating in compulsory social insurance is a part-time worker in the village or residential group.
According to Clause 6, Article 33 of Decree 33/2023/ND-CP, part-time workers in villages and residential groups with no more than 3 positions (including Party Cell Secretary, Village Head or Residential Group Head, Head of the Front Working Committee) are entitled to monthly allowances.
In case the Law has other provisions, it shall be implemented according to the provisions of that law. Encourage the concurrent holding of the position of Party Cell Secretary as a village chief, head of a residential group or head of a front work committee of a village or residential group.
According to the Department of Salary and Social Insurance, in 2026, the unit will conduct research on the topic: "Solutions to expand compulsory social insurance coverage for employees working on digital platforms";
Complete the dossier of the Social Insurance Law project (amended) to ensure compliance with the political system after being reorganized and submitted to the Government and the National Assembly for approval in accordance with the proposed schedule;
Strengthen guidance, inspection, supervision and monitoring of the implementation of social insurance laws in localities, especially the implementation of social insurance regulations No. 41/2024/QH15 and guiding documents.
