Procedures for electing Politburoes, General Secretaries, and Secretariat according to Party regulations

According to tradition, after the National Congress of the Party elects the new Central Executive Committee, the Central Committee will hold a first conference right during the Congress to elect the Politburo, General Secretary and Secretariat; the election results will be reported and announced before the Congress closes.

According to the Party Election Regulations issued with Decision No. 190-QD/TW, dated October 10, 2024 of the Party Central Committee, the election at the National Congress of Delegates is decided by the Congress.

Articles 23, 24, 25 and Chapter IV in Decision No. 190-QD/TW stipulate the order and procedures for electing Politburoes, General Secretaries, and Secretariat, specifically as follows:

Article 23. Election of Politburo

1. The first meeting of the Party Central Committee was opened by the General Secretary (re-elected or not re-elected) as a calling member and chaired until the conference Presidium was elected.

In case the General Secretary of the previous term cannot be a summoner, the Presidium of the Congress shall send a summoner.

2. The Presidium of the Party Central Committee Conference reported on the project and proposed the number of Politburo members to be elected.

3. Conference to discuss and vote on the number of Politburo members.

4. The Presidium reported on the list of comrades nominated by the Party Central Committee for the Politburo.

5. Campaign and nomination.

6. Group meeting for discussion.

7. The Presidium compiled a list of self-nominants and nominees; proposed cases that were withdrawn and not withdrawn from the election list, and reported to the conference for consideration and decision.

8. Make an election list, the conference will vote through the number and list of Politburo elections.

9. Election, vote counting, election results announcement.

Article 24. Election of General Secretary

1. The Presidium reported on the requirements, standards of the General Secretary and the expected personnel of the General Secretary before being introduced by the Party Central Committee, the introduction opinions of the new Politburo, and the results of the introduction of the General Secretary's personnel for the Congress for reference.

2. Group meeting to discuss and conduct candidations and nominations.

3. The Presidium compiled a list of self-nominants and nominees; proposed cases that were withdrawn and not withdrawn from the election list, and reported to the conference for consideration and decision.

Article 25. Election of the Secretariat

1. The General Secretary, on behalf of the Presidium of the Central Party Executive Committee Conference, reported on the project and suggested the number of Secretariat members to be elected.

2. Conference to discuss and vote on the number of Secretariat members.

3. The Presidium reported on the list of comrades nominated by the Party Central Committee to the Secretariat.

4. Campaign and nomination.

5. Group meeting for discussion.

6. The Presidium compiled a list of self-nominants and nominees; proposed cases that were withdrawn and not withdrawn from the election list, and reported to the conference for consideration and decision.
