Procedures for electing the General Secretary according to Party regulations
Decision No. 190-QD/TW dated October 10, 2024 of the Central Executive Committee clearly states the order and procedures for electing the General Secretary.
Decision No. 190-QD/TW on promulgating the Party Election Regulations has subjects and scope of regulation for election at Party cell congresses and Party congresses at all levels; election at executive committee conferences and inspection committee conferences.
The election at the National Party Congress is decided by the Congress. Party committees and organizations introducing candidates for positions of State leaders, the Fatherland Front, socio-political organizations and mass organizations assigned by the Party and the State shall apply this Regulation.
Article 24 of Decision No. 190-QD/TW clearly states the content of the election of the General Secretary as follows:
1. The Presidium reported on the requirements, standards of the General Secretary and the expected personnel of the General Secretary before being introduced by the Party Central Committee, the introduction opinions of the new Politburo, and the results of the introduction of the General Secretary's personnel for the Congress for reference.
2. Group meeting to discuss and conduct candidations and nominations.
3. The Presidium compiled a list of self-nominants and nominees; proposed cases that were withdrawn and not withdrawn from the election list, and reported to the conference for consideration and decision.
Take the conference's opinion request for candidates nominated at the conference (if necessary).
4. Make an election list, the conference votes through the number and election list.
5. Election, vote counting, election results announcement.
According to the announcement of the 15th Conference of the 13th Party Central Committee, on personnel work for the 14th Party Congress, the Party Central Committee agreed to approve the Report of the 13th Party Central Committee submitted to the 14th Party Congress on personnel work for the 14th Party Central Committee and voted to approve with a high number of votes to introduce personnel to participate in the 14th Party Central Committee, introduce personnel to join the Politburo, Secretariat, and key leaders of the 14th Party and State, term 2026-2031 to submit to the 14th Party Congress for consideration, decision and election according to the Party's charter and regulations.
On January 19, 2026, the 14th National Party Congress held a holding session, approving the election regulations at the Congress, electing the Presidium of 16 Politburo members.
