Implementing the Law on Officers of the Vietnam People's Army

The Prime Minister has just signed Decision No. 459/QD-TTg promulgating the Plan to implement the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army (plan).

The purpose of the plan is to ensure the unified direction of the Government and the Prime Minister; close, regular and effective coordination between ministries, branches, localities and relevant agencies and organizations in implementing the law.

Specifically determine the content of work, deadline, completion progress and responsibilities of relevant agencies and organizations in implementing the law, ensuring timeliness, synchronization, unity, effectiveness and efficiency.

Build a coordination mechanism between ministries, branches and localities in conducting law enforcement activities nationwide; raise awareness of the law and the responsibility of ministries, branches, localities and people in enforcing the law.

According to the plan from 2025 and subsequent years, the Ministry of Defense, the Ministry of Public Security, the Voice of Vietnam Radio, Vietnam Television Station and other press, radio and television agencies (according to the management function of each Ministry and Agency) compile documents, organize propaganda, dissemination, legal education, training, professional training on the content of the law and the detailed documents for implementation.

Ministries, branches and localities review legal documents related to laws under the assigned state management authority; implement according to their authority or recommend competent authorities to promptly amend, supplement, replace, abolish or issue new legal documents to ensure compliance with the provisions of the Law.

The Ministry of National Defense and the Ministry of Public Security shall comply with Decision No. 1610/QD-TTg dated December 19, 2024 of the Prime Minister promulgating a list and assigning the agency in charge of drafting documents detailing the implementation of laws and resolutions passed by the 15th National Assembly at the 8th Session.

The Ministry of Defense and the Ministry of Public Security (according to the management function of each ministry) shall assume the prime responsibility for, and coordinate with the Ministry of Justice, the Government Office and the relevant agencies in organizing the inspection of the implementation of the Law and the documents detailing and guiding the implementation of the Law.
