In February 2025, the Ho Chi Minh City People's Council approved the project investment policy under the special mechanism of Resolution 98.

The 6.3-km section of National Highway 13 passing through Thu Duc City, from Binh Trieu Bridge to Vinh Binh Bridge, will be widened to 60 m, with a scale of 10 lanes.

The project consists of two main components. Component 1 involves compensation, support and resettlement in Thu Duc City.

According to the plan, the feasibility study report for this part will be completed in June 2025. Compensation, support, resettlement and site handover will be completed in February 2026.

According to the review of the Department of Natural Resources and Environment of Ho Chi Minh City, the project will use about 39.54 hectares of land and affect 1,091 households. Of these, 238 households must be completely cleared, the remaining 853 households are partially affected.

Component 2 of the project involves upgrading and expanding National Highway 13 under a BOT contract. This part will organize the preparation, appraisal and approval of the feasibility study report in the third quarter of 2025.

After that, Ho Chi Minh City will select an investor and sign a project contract in the first quarter of 2026.

The project will start construction in July 2026 and be completed and put into operation from 2028.

The total investment for the project is VND 20,900 billion. Of which, the Ho Chi Minh City budget will spend more than VND14,619 billion on compensation and site clearance. The remaining amount, about VND 6,281 billion, will be mobilized by investors.

The Ho Chi Minh City Department of Transport recommends that the Ho Chi Minh City People's Committee soon issue a project implementation plan, as a basis for departments, branches, Thu Duc City and related units to coordinate in a synchronous and effective manner.
