General Secretary To Lam chairs a meeting of the Central Steering Committee on restructuring the apparatus
At the Party Central Committee headquarters this morning (September 14), General Secretary To Lam chaired the third meeting of the Central Steering Committee on Resolution 18.
General Secretary To Lam, Head of the Central Steering Committee, chaired a meeting of the Central Steering Committee on Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

Also attending the meeting were Politburo members: President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, Standing member of the Secretariat Tran Cam Tu; members of the Steering Committee.



Regarding the content of the apparatus arrangement, at the 11th Central Conference of the 13th tenure, the Central Executive Committee basically agreed with the proposed contents of the Politburo and the Project on the plan to merge provincial administrative units, not district-level organizations, merge commune-level administrative units and build a model of organizing local government at 2 levels; arrange socio-political organizations and mass organizations assigned tasks by the Party and the State to the Vietnam Fatherland Front; arrange and streamline the organization of the People's Court and People's Procuracy; build a system of local party organizations; and amend and supplement a number of articles of the 2013 Constitution.
In particular, regarding the organization of the two-level local government apparatus: Agree on the policy of organizing local government at two levels: Provincial level (province, centrally run city), commune level (commune, ward, special zone under province, city); end the operation of district-level administrative units from July 1, 2025 after the Resolution amending and supplementing a number of articles of the 2013 Constitution and the Law on Organization of Local Government 2025 (amended) takes effect.
The Central Government agreed that the number of provincial-level administrative units after the merger is 34 provinces and cities (28 provinces and 6 centrally-run cities); the name and political - administrative center of the provincial-level administrative unit after the arrangement are determined according to the principles stated in the Submission and Project of the Government Party Committee.
The Central Government agreed to merge commune-level administrative units to ensure that the whole country reduces the number of commune-level administrative units by about 60-70% compared to the present.
According to Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Committee, provincial-level administrative units that do not carry out the merger include:
Hanoi City; Hue City; Lai Chau Province; Dien Bien Province; Son La Province; Lang Son Province; Quang Ninh Province; Thanh Hoa Province; Nghe An Province; Ha Tinh Province; Cao Bang Province.
