Prime Minister issues plan to organize preliminary review of 1 year of provincial and commune merger
The Prime Minister issued a plan to organize a preliminary review of 1 year of implementing the arrangement of administrative units at all levels, including the merger of provinces and communes.
The Prime Minister has just issued Decision No. 706/QD-TTg on the plan to organize a preliminary review of 1 year of implementing the arrangement of administrative units (ADs) at all levels and the operation of local authorities at 2 levels.
According to the plan, ministries, branches, and localities will organize preliminary reviews and comprehensive assessment reports on: Leadership, direction, and administration work; results after 1 year of operating the local government at 2 levels; lessons learned, good practices to be replicated; solutions and directions for the 2026-2030 period and recommendations.
Regarding leadership, direction, administration, and organization of implementation, ministries, branches, and localities need to assess the dissemination and raising of awareness throughout the political system and orienting public opinion towards the arrangement of administrative units and the operation of local governments at 2 levels;
The issuance of documents to lead, direct, and organize the implementation of leadership, direction, and administration documents of the Party and State related to the work of arranging administrative units at all levels and operating local governments at 2 levels.
Regarding organizational structure and personnel, assess the situation and results of arranging public non-business units under the management authority of ministries, branches, and localities, especially the adjustment of public non-business units performing the function of providing public services (such as Management Boards, Centers, etc.); the consolidation of professional agencies at provincial and commune levels and Public Administration Service Centers at all levels.
In which, focus on assessing the level of operational efficiency, conformity in regulations on functions and tasks after arrangement; difficulties, obstacles and solutions to improve the operational efficiency of these organizations.
Overall assessment of the arrangement and use of the contingent of cadres, civil servants, and public employees (CBCCVC) after merging public service units, arranging administrative units at all levels, especially the effectiveness of using the contingent of CBCCVC at the commune level after arrangement.
The focus is on assessing the level of suitability between job positions and the qualifications and capacity of CBCCVC, difficulties, obstacles and solutions to improve the efficiency of using this team in the process of operating the local government at 2 levels.
Assess the situation of arranging and using non-specialized personnel at the commune level to perform tasks to support the operation of the political system at the new commune-level administrative unit from July 1, 2025 to date.
Assessing the level of effectiveness and efficiency of the organizational structure and staff of CBCCVC in performing management functions, creating development and serving the People, especially in providing public services; in which clarifying the quality and progress of resolving administrative procedures; the level of satisfaction of people and businesses; the adaptability of the apparatus and staff after arrangement...
According to the plan, ministries and ministerial-level agencies will send preliminary reports on the implementation of the agency to the Ministry of Home Affairs before May 10, 2026.
People's Committees of provinces and centrally-run cities organize preliminary reviews from commune to provincial levels; complete before May 10, 2026, send reports to the Ministry of Home Affairs and relevant ministries and central agencies before May 15, 2026.
The Central Steering Committee will organize a preliminary review before June 20, 2026.
