Hanoi Capital with the mission of pioneering, ready to realize the vision of the 14th National Party Congress

- Dear comrade, Secretary of the Hanoi Party Committee! Looking back at the 13th National Party Congress term and 40 years of renovation, how do you evaluate the outstanding contributions of Hanoi Capital to the overall achievements of the country?

- The 13th National Party Congress term and the 40-year journey of renovation have created an important, comprehensive, and breakthrough development step for the country, affirming the mettle, intelligence, and aspiration to rise up of our nation. As the capital and heart of the country, Hanoi Capital is always deeply aware of its pioneering and exemplary responsibility in implementing the Central's policies and resolutions, especially the strategic decisions of the Politburo, the Secretariat and the General Secretary, creating motivation to spread to the whole country.

Promoting potential and strengths, with the tradition of solidarity, bravery and creativity, the Party Committee, government and people of the Capital have made efforts to overcome all difficulties and challenges, successfully implementing the Resolution of the 17th Congress of the City Party Committee for the 2020 - 2025 term.

In particular, 2025 marks a breakthrough step forward. Hanoi takes the lead in arranging the apparatus, implementing the 2-level local government model; arranging 526 wards, communes and towns into 126 wards and communes. The political system apparatus according to the model of local government at both levels of the city has come into operation, gradually removing difficulties and obstacles, taking the lead in decentralization, delegation of power, administrative reform and digital transformation; creating a new shift in thinking and action to create development, improve quality and efficiency of service for people and businesses.

In the context of implementing many new and unprecedented tasks at the same time, the city has maintained all work smoothly, completed important development goals, tasks and targets, ensuring 3 pillars: High economic growth, maintaining security - defense, ensuring social security. Notably, for the first time in many years, Hanoi has completed and exceeded all 24/24 major development targets; in which, the growth of gross regional domestic product (GRDP) reached 8.16%, exceeding the set target (8%) and much higher than in 2024 (6.52%). The economic scale reached about 63.5 billion USD. Average income per capita is 7,200 USD. Total state budget revenue is 711 trillion VND, reaching 138.4% of the estimate, the highest in many recent years. Disbursement of public investment capital reached nearly 90 trillion VND, reaching 106.8% of the plan assigned by the Prime Minister...

- The 14th National Congress of the Party took place in Hanoi, considered the opening milestone of the era of national growth. Can you tell us how Hanoi has prepared its mind to be worthy of being the starting point for this historic journey?

- These days, Hanoi is living in a very special political atmosphere, when the entire Party, people, and army are looking forward to the 14th National Congress of the Party - an event of great historical significance, shaping a strategic vision and a platform for action for the new stage of national development. For the capital Hanoi, this is not only an honor to be chosen as the venue for the event, but also the highest political responsibility before the entire Party and people.

We deeply realize that, after 40 years of renovation, our country has accumulated enough position and strength to enter a new stage of development - an era of strong growth. As the "heart" of the country, Hanoi must be the place where the spirit, vision and requirements for innovation established by the 14th National Party Congress converge most clearly. The general mindset of the entire political system and people of the capital is encapsulated in two words: Ready and Pioneer. Ready in all aspects to participate in serving the safe, thoughtful and solemn organization of the Congress; at the same time Pioneering in concretizing and bringing the Congresss decisions into life in the fastest and most effective way.

Right from the first weeks and months of 2026, the city has proactively and drastically implemented political tasks; proactively concretized the Central Government's guiding ideology into the city's action program. Resolutely grasping the direction of General Secretary To Lam "Hanoi said to do - do quickly, do correctly, do effectively, do to the end", the collective of the City Party Executive Committee and the entire political system of the capital affirmed their high political determination, promoting the proactive and pioneering spirit, daring to think, daring to do, daring to take responsibility, taking the lead in realizing the Party's strategic vision, turning the nation's strong aspirations into practical results so that the people of the capital and the whole country can see, feel and enjoy them.

- At the recent 4th Conference, the Hanoi City Party Committee focused on discussing the " tripartite" of Institutions - Planning with a 100-year vision - Development model. Is this a thorough preparation for Hanoi to pioneer in the new era, comrade?

- That's right. In order for Hanoi to truly rise in the new era, along with important political tasks, the City Party Committee has agreed to identify and focus on 3 contents of strategic significance, with long-term historical significance: Proposing a new Resolution to replace Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo on "orientation and tasks for the development of the Capital to 2030, vision to 2045"; amending the Capital Law and developing a Master Plan for the Capital with a vision to 100 years". This is the "three-legged neighborhood" that has both created a synchronous institutional foundation and opened up new development space while shaping a modern growth model, thereby creating momentum and room for the capital's development breakthrough in the coming time.

The overall planning of the Capital with a vision of 100 years not only designs urban and rural development space, but more importantly, shaping the scale, identity, and socio-economic structure of the Capital in the long term, placing Hanoi in close connection with the Capital region, with the whole country and the world. On that foundation, the institution with a focus on the Resolution of the Politburo and the Law of the Capital - plays the role of a political foundation, a legal pillar to fundamentally remove bottlenecks in mechanisms and policies, while creating outstanding frameworks and tools, strong enough to realize the planning vision, transform strategic orientation into a specific, sustainable development driving force and have long-term influence.

On that foundation, the development model is oriented to strongly shift from growth based on resource exploitation, extensive investment to growth based on science, technology, innovation, digital transformation and high-quality human resources as the central driving force. With the motto "Breakthrough actions, spreading results", the city is building scenarios to strive for double-digit growth (from 11% and above in 2026) and maintain stability for many years, with a huge demand for mobilizing social investment capital (expected at about 730 trillion VND in 2026 alone). To do this, the city is promoting digital infrastructure projects, smart urban areas, urban railway systems and green economic models, digital economy, circular economy, and issuing an Action Plan to implement Resolution 57-NQ/TU dated December 22, 2024 of the Politburo on breakthroughs in science, technology development, innovation and digital transformation in Hanoi in 2026. This is a methodical preparation for Hanoi to not only develop for itself, but also fulfill its leading role, leading the capital region and the whole country forward strongly in the new era.

- To turn those strategic orientations into reality, what is the decisive significance of the human factor - the staff and the consensus of the people - comrade?

- Any long-term planning or specific mechanism, no matter how elaborate it is, will only stop on paper if it lacks a team of dedicated, capable cadres and the support and companionship of the people. Hanoi Capital consistently believes that cadre work is the "key of the key", it is necessary to build a team that is both solid in politics, ideology, ethics, and is proficient in expertise, has the ability to innovate, be creative and the courage to dare to think, dare to do, dare to take responsibility for the common interests in the context of digital transformation and deep integration.

The reality in 2025 has proven vividly, there are very new and very difficult tasks, even at first there were many concerns and doubts about the ability to do them, but when the entire city Party Committee clearly demonstrated their great political courage and determination, the entire political system unanimously took action, the people trusted and joined hands, the capital Hanoi achieved results beyond expectations. These figures not only reflect economic development, but more deeply, are vivid evidence of the strength of the great solidarity bloc, the unity of will and action in the whole society.

Entering 2026 - the first year of implementing the Resolution of the 14th National Congress of the Party, Hanoi Capital clearly defines the motto of action: "discipline, professionalism - Breakthrough, creativity - Efficiency, sustainability"; requires each level and sector to operate synchronously according to "4 axes": Party - People's Council - People's Committee - Fatherland Front and socio-political organizations, especially in solving difficulties, associated with assigning tasks in the spirit of "6 clear, 1 consistent", being regularly monitored, counted, ensuring substance, creating motivation for emulation.

With the will and determination of the entire political system and the consensus and joint efforts of the people, I firmly believe that the capital Hanoi will gradually realize the goal of building the capital "Cultured - Civilized - Modern - Happiness"; develop sustainably, comprehensively, become a livable city, globally connected, worthy of being the center and locomotive of the whole country, meeting the expectations of the Central Government and the trust of the people of the whole country.
