Traffic diversion plan in Hanoi from January 19 to 25 to serve the 14th Congress

In order to ensure security, order and traffic safety to serve the 14th National Congress of the Party, taking place from January 19, 2026 to January 25, 2026 at the National Convention Center, Hanoi City Police issued a traffic diversion and organization plan for many key routes in the city.

According to the traffic organization plan, from 6:00 to 8:30 a.m., 10:30 a.m. to 12:00, 1:00 p.m. to 2:00 p.m. and from 4:00 p.m. to 7:00 p.m. on the days from January 19, 2026 to January 25, 2026 - all common trucks and specialized trucks, passenger cars with 16 seats or more are temporarily banned (except for cars serving the Congress, cars with protection badges, buses, toilet vehicles and vehicles handling incidents), operating on the following routes:

Pham Hung (from Me Tri to Tran Duy Hung), Thang Long Avenue (lane adjacent to the National Convention Center section from Pham Hung to Thang Long - Le Quang Dao Avenue right turn), Tran Huu Duc, Le Duc Tho, Le Quang Dao, Do Duc Duc, Mieu Dam, Tran Duy Hung, Khuat Duy Tien (from Le Van Luong to Pham Hung), Nguyen Chi Thanh, Lieu Giai (from Nguyen Chi Thanh to Phan Ke Binh), Dao Tan, Kim Ma, Van Phuc, Nguyen Thai Hoc, Tran Phu, Hung Vuong, Chu Van An, Hoang Dieu, Doc Lap, Le Hong Phong, Hoang Van Thu, Nguyen Tri Phuong, Dien Bien Phu, Le Duan (from Dien Bien Phu to Nguyen Du), Hang Long, Tran Binh Trong, Tran Hung Dao (from Quang Trung to Quan Su), Quan Su, Trang Thi.

Also during the above time, restrictions for used trucks and specialized trucks, passenger cars with 16 seats or more (except for cars serving the Congress, cars with protection badges, buses, toilet vehicles and vehicles handling incidents) on the route:

Hoang Hoa Tham, Thanh Nien, Thuy Khue, Nghi Tam, Au Co, An Duong Vuong, Yen Phu, Tran Nhat Duat, Hai Ba Trung, Lang, Lang Ha, Le Van Luong, Khuat Duy Tien, Me Tri, Thang Long Avenue.

As for the elevated Ring Road 3 route (from Thang Long Bridge to the intersection with National Highway 5A), from 6:00 a.m. to 9:00 p.m. on days from January 19, 2026 to January 25, 2026, the ban on all types of cars with a load capacity of 10 tons or more is temporarily suspended (except for cars serving the Congress, cars with protection badges, vehicles of the security force and vehicles prioritized for emergency tasks).

During the period of organizing the temporary ban and restriction of the above vehicles, Hanoi City Police will direct traffic and organize directions for vehicles subject to temporary ban and restrictions on traffic, as follows:

Vehicles from the Eastern provinces (Hai Phong, Hung Yen, ...) to the Western provinces (Phu Tho, Thai Nguyen, ...) along the Hanoi Expressway, Hai Phong and National Highway 5 to Hanoi proactively turn right onto the road leading Thanh Tri Bridge - Phu Dong Bridge to Ninh Hiep intersection, along National Highway 3 to the new Western provinces and vice versa.

Vehicles from the southern provinces (Ninh Binh, Thanh Hoa...) to the eastern provinces (Hung Yen, Hai Phong), western provinces (Thai Nguyen, Phu Tho, ...) and northern provinces (Bac Ninh, Bac Giang, ...) along the Phap Van, Cau Gie expressway to Do Muoi intersection proactively turn right Do Muoi, the elevated Ring Road III - Thanh Tri bridge, Hanoi expressway access road, Hai Phong to the eastern provinces or Phu Dong bridge to Ninh Hiep intersection, follow National Highway 3 to the western provinces or go straight to the Hanoi, Bac Giang expressway to the northern provinces and vice versa.

Vehicles from the southern provinces (Nghe An, Thanh Hoa...) to the northwestern provinces (Son La, Lai Chau, ...) follow the Ho Chi Minh - National Highway 21A route to the northwestern province and vice versa.

Vehicles from the southern provinces (Ninh Binh, Thanh Hoa...) to the western provinces (Thai Nguyen, Phu Tho, ...) follow the Phap Van, Cau Gie to Do Muoi - Ngoc Hoi expressway or from National Highway 1A turn Phan Trong Tue - Cau Buu - Van Khe - Le Trong Tan - Hoang Tung - Thang Long Avenue - Tay Mo - Mieu Nha - Xuan Phuong - Cau Dien - Ho Tung Mau - Pham Van Dong - Thang Long bridge - Vo Van Kiet - National Highway 2 to the western provinces and vice versa.

Vehicles from Phu Tho province via National Highway 32, Hanoi Expressway, Hoa Binh, and the Cultural Village Road to the center of Hanoi City mainly follow the Cau Dien - Ho Tung Mau route or National Highway 21 - National Highway 6 - Quang Trung - Tran Phu - Nguyen Trai to the city center and vice versa, limiting travel to Thang Long Avenue.

To ensure security and safety for delegates attending the Congress, Hanoi City Police requires all traffic participants to be self-aware and strictly comply with the Law on Road Traffic Order and Safety; when encountering priority vehicles that are giving priority signals to go on duty, urgently switch to the nearest level crossings and intersections, and follow the instructions of the authorities to give way to priority vehicles.

Hanoi City Police announces that all traffic participants know, comply, be proactive, choose a suitable route and travel time and support the police force to complete their tasks.
