Information on site clearance for 2 road expansion projects in Hoang Mai
Hanoi - It is expected that in May and June, Hoang Mai district will complete site clearance to expand Tam Trinh and Linh Nam streets.
The Tam Trinh road construction investment project (Hoang Mai district, Hanoi) is 3.5km long, started in 2016, expected to be completed after 3 years. However, due to many difficulties in site clearance (GPMB), the project was stalled.
In December 2023, the City People's Committee approved the adjustment of the project into an investment project to build Tam Trinh road; adjusted the project implementation progress from 2016 - 2026.
However, during the implementation of land acquisition, the People's Committee of Hoang Mai district encountered some problems due to changes in the 2024 Land Law, along with the new land price list issued by the City People's Committee.
Therefore, the People's Committee of Hoang Mai District has reported and proposed a number of solutions to remove difficulties for the project.

Recently, the Hanoi People's Committee has approved a plan to support the site clearance of the Tam Trinh road project to speed up the project progress according to the proposal of the Hoang Mai District People's Committee.
Accordingly, the Hanoi People's Committee approved the proposal to support renting houses during the period of repairing the resettlement housing fund. The time for supporting rental houses is calculated from the time the households hand over the site to the date of completion of the repair and handover of resettlement houses.
The city approved other support levels for 30 households that had approved the plan, drawn lots for apartments and households preparing for approval, drawn lots for resettlement houses and another support level. This support level is equivalent to the temporary housing support level prescribed in Article 17 of Decision 56 of the City People's Committee.
The city approves the proposed support level of 80% of the compensation level according to the new construction unit price for houses and construction works created before October 15, 1993; equal to 50% of the compensation level according to the new construction unit price for houses and construction works created after October 15, 1993 to before July 1, 2004; equal to 10% of the compensation level according to the new construction unit price for houses and construction works created after July 1, 2004 to before July 1, 2014. For houses and constructions built after July 1, 2014, there will be no support.
The Hanoi People's Committee also said that in cases where the provisions of the 2024 Land Law are more beneficial to people whose land is recovered, the plan will be adjusted according to the 2024 Land Law.
It is expected that by May 15, the site clearance work for the Tam Trinh road expansion project will be completed.

In addition to the above project, Hoang Mai district is also focusing on land acquisition and site clearance to start the project to upgrade and expand Linh Nam road.
The project is about 3.4km long, starting at Tam Trinh intersection and ending at Nguyen Khoi dike intersection.
According to the People's Committee of Hoang Mai District, to implement the project, over 98,000m2 of land will have to be reclaimed, involving 829 households and 19 organizations in 4 wards: Mai Dong, Vinh Hung, Linh Nam, Tran Phu.
Hoang Mai District assessed that the volume of land acquisition was not too large, but the difficulty was due to incomplete and difficult to verify records and documents related to land origin and constructions on people's land.
In many cases, the person whose name is on the land use right certificate does not live in the area, has even died, and his children and grandchildren live abroad, making it difficult to contact and appoint the owner.
Currently, the city has approved land prices, but the State's compensation, support and resettlement policies have changed, so the progress is being delayed.

To speed up site clearance, the People's Committee of Hoang Mai District has proposed to the People's Committee of Hanoi a compensation, compensation and resettlement policy in the direction of creating the most favorable conditions for people.
According to the plan, the site clearance work will be completed in June. After that, the contractor will construct the expansion of Linh Nam road, expected to be completed in 2027.
