Unifying the regulations on coordination in managing Ha Long Bay - Cat Ba heritage

The Ha Long Bay - Yen Tu World Heritage Management Board, together with departments, branches, related units and the People's Committees of 10 wards, communes, and special zones in the province, have agreed to sign a coordination regulation.

The contents of the coordination regulations focus on: building management mechanisms and regulations; propaganda and promotion of heritage; restoration, embellishment, and protection of heritage values; protection of forests, environment, and biodiversity; management and development of tourism, inland waterway traffic and aquatic activities; disease prevention, natural disasters, fires and explosions, search and rescue; ensuring security and order, waterway traffic safety; inspection, supervision and handling of violations.

The regulation is built to establish a unified coordination mechanism between agencies and units in heritage management, from preserving outstanding global values to developing sustainable tourism, associated with ensuring security and order in the bay.

The regulation also clearly stipulates the principles of coordination, responsibilities of each unit, strengthening information exchange, inspection, supervision and handling of violations in a synchronous and effective manner.

Ha Long Bay World Heritage Site - Cat Ba archipelago is an inter-provincial heritage site between Quang Ninh and Hai Phong, with a wide scope, related to many fields and localities, with many intertwined socio-economic activities.

The issuance of coordination regulations aims to ensure unity in state management, focusing on protecting outstanding global values, preserving the original elements, preserving landscapes, ecosystems and biodiversity.

The regulation also aims to improve the effectiveness and efficiency of management, comply with the provisions of international conventions and Vietnamese law; and at the same time contribute to ensuring security - national defense, social order and safety, promptly preventing and handling acts of infringing on heritage.

Departments, branches, units and People's Committees of relevant localities are responsible for coordinating with the Ha Long Bay - Yen Tu World Heritage Management Board according to their assigned functions and tasks; ensuring regular, timely, and effective implementation, strengthening information exchange and mutual support in performing tasks.
