The Deputy Prime Minister noted that the amendment of the Land Law must ensure the simplification of administrative procedures, without causing further difficulties for people and businesses.

On May 26, at the Government Headquarters, Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung chaired a meeting on the deployment of the task of preliminary review of the implementation of Resolution No. 18-NQ/TW of the XIII term on "Continuing to innovate and improve institutions and policies, improve the effectiveness and efficiency of land management and use, creating motivation to make our country a developed country with high incomes" and orienting the amendment of the Land Law.

Regarding the amendment of the Land Law, the Ministry of Agriculture and Environment (MARD) has issued an official letter proposing to supplement the Project "Law amending and supplementing a number of articles of the Land Law" into the 2026 Legislative Program of the National Assembly, sent to the Ministry of Justice for comments.

Based on the comments of the Ministry of Justice, the Ministry has completed and submitted to the Government a proposal to supplement the draft Law amending and supplementing a number of articles of the Land Law into the National Assembly's 2026 Legislative Program.

The Ministry of Agriculture and Rural Development also established a drafting team for the draft Law with the participation of ministries, sectors and some related localities; has documents requesting ministries, sectors, and localities to assess the implementation of the Land Law and propose amendments and supplements to the Land Law.

In the coming time, the Ministry of Agriculture and Rural Development will continue to coordinate with relevant agencies to submit to the National Assembly Standing Committee a dossier proposing to supplement the draft Land Law (amended) into the 2026 Legislative Program; and at the same time develop policies and orientations for amending the law and organize conferences and seminars to collect opinions on amended contents.

Concluding the meeting, Deputy Prime Minister Ho Quoc Dung emphasized that Resolution No. 18-NQ/TW has set out many specific viewpoints, goals and solutions for the coming period. The Land Law is directly related to economy, sovereignty, national security and social order and safety, affecting all subjects in society and is a particularly important resource for national development.

The preliminary review of Resolution No. 18-NQ/TW and the amendment of the Land Law this time must aim for sustainable development, environmental protection and effective resolution of problems and shortcomings in practice.

Regarding the content of the preliminary review of Resolution No. 18-NQ/TW, the Deputy Prime Minister requested a comprehensive assessment of the achieved results, shortcomings and limitations; clearly identify the contents that need to be inherited, amended or supplemented to improve the system of policies and laws on land to 2030 and the following stages, and at the same time ensure synchronization with the strategic resolutions issued by the Politburo on economic development.

Regarding the amendment of the Land Law, it is necessary to ensure the simplification of administrative procedures, not to create more difficulties for people and businesses; the time to resolve procedures must be shortened, in a faster, more streamlined and more effective direction.

It is necessary to optimize land financial policies, land planning and use to serve development, promote the effectiveness of land resources - assets owned by the entire people and unifiedly managed by the State.

Regarding the process of amending the Land Law, the Ministry of Agriculture and Rural Development needs to soon complete the draft, synchronously prepare decrees and guiding circulars so that when the law takes effect, it can be implemented immediately.
