Press release of the opening session of the 14th National Party Congress

The 14th National Party Congress officially opened on the morning of January 20, 2026 at the National Convention Center, Hanoi.

The Congress was attended by 1,586 delegates representing more than 5.6 million Party members in the entire Party. Of which, the natural delegates are 163 comrades (accounting for 10.28%); the elected delegates are 353 comrades (accounting for 22.25%); the appointed delegates are 1,070 comrades (accounting for 67.47%).

Male delegates have 1,285 comrades, accounting for 81.02%; female delegates have 301 comrades, accounting for 18.98%. The delegates are 167 ethnic minority comrades, accounting for 10.53%. There was 1 delegate who was a Hero of the People's Armed Forces, accounting for 0.06%; 10 delegates were Meritorious Teachers, accounting for 0.63%; 10 delegates were People's Doctors, Meritorious Doctors, accounting for 0.63%; 3 delegates were People's Artists, Meritorious Artists, accounting for 0.19%.

The Congress was attended by guest delegates: 205 delegates who are domestic guests, including 128 former leaders of the Party, State, Vietnam Fatherland Front Committee and members of the Party Central Committee (official and admission) from term IV to term VIII; 16 Vice Chairmen, members of the Central Inspection Committee who are working and are not members of the 13th Party Central Committee; 41 deputy heads of Party committees at the Central Committee, secretaries, deputy secretaries, chairmen of People's Councils of provinces and cities, and Party committees directly under the Central Committee who retired before the retirement age and retired at the right age in 2025 due to merger, merger and not being old enough to be re-elected; 20 delegates who are Vietnamese Mothers, heroes, intellectuals, artists, outstanding and outstanding young people.

The Congress was attended by 111 ambassadors, representatives of countries and heads of representatives of diplomatic delegations and international organizations in Vietnam.

In the opening session, Politburo member and Prime Minister Pham Minh Chinh, on behalf of the Presidium, chaired the opening session of the Congress.

Politburo member and President Luong Cuong, on behalf of the Presidium, delivered the opening speech of the Congress.

General Secretary To Lam presented the Report of the 13th Party Central Committee on documents submitted to the 14th National Party Congress.

Member of the Party Central Committee, Deputy Head of the Central Organizing Committee Bui Thi Quynh Van, on behalf of the Secretariat, presented the announcement of congratulatory messages from political parties, organizations, international friends and overseas Vietnamese to the 14th National Congress of the Communist Party of Vietnam (first time) with the number of 559 congratulatory letters and letters, including 109 party leaders, 6 international and regional organizations, 16 individuals, 122 people's organizations and 306 overseas Vietnamese associations.

Politburo member and Prime Minister Pham Minh Chinh, on behalf of the Presidium and the entire Congress, expressed his appreciation and gratitude for the friendship, cooperation, concern, encouragement, support and valuable assistance that the international parties, organizations and friends have given to the Communist Party of Vietnam and our people;

Affirming that the Communist Party of Vietnam will continue to consistently implement the foreign policy it has set out, strengthen friendship and cooperation with countries, chinh parties, organizations and international friends, and contribute to the cause of peace, national independence, democracy and social progress in the world.

Politburo member, Standing member of the 13th Party Central Committee Secretariat Tran Cam Tu presented the Report on reviewing the leadership and direction of the 13th Party Central Committee.
