Changing the method to make it easier for commune-level civil servants to access and look up new documents
According to the Ministry of Justice, it is necessary to enhance the responsibility of cadres and civil servants in proactively, self-study, learning and improving legal knowledge in newly issued laws.
The Ministry of Justice has issued a document responding to the petition of voters in Ninh Binh province sent before the 10th Session of the 15th National Assembly.
Accordingly, voters recommended that the Ministry of Justice should change the way of guiding, disseminating and educating the law to support commune-level cadres and civil servants to easily access, look up and apply new legal documents.
Responding to this content, Minister of Justice Nguyen Hai Ninh said that the Ministry has noted the recommendations of local voters, in the coming time, it will study and implement a number of solutions to improve the effectiveness of the propaganda and dissemination of newly issued laws.
Typically, perfecting institutions according to instructions to more clearly define the scope and responsibility for disseminating and educating the law of the agency in charge of developing legal documents, local authorities at all levels, socio-political organizations, relevant agencies and organizations.
The Ministry will advise on handling the above issue during the research and development of the Law on Dissemination and Education (amended) to submit to the National Assembly for comments and approval at the October 2026 Session (according to the 2026 National Assembly's legislative program).
The Ministry will also enhance the responsibility of cadres and civil servants in proactively, self-study, learning and improving newly issued legal knowledge, especially the contents and knowledge directly related to public service activities.
Diversify forms of dissemination and education of law, promote the dissemination of law through the application of information technology, digital transformation with effective forms such as short videos, digital documents, leaflets, notebooks, and handbooks.
Implementing the dissemination and education of laws with focus and key points, prioritizing resources to implement the dissemination and education of laws for specific and disadvantaged groups under the management of ministries, branches and localities.
Minister of Justice Nguyen Hai Ninh also added that from 2013 to present, implementing the Law on Promulgation of Legal Provisions ( Laws) and the decree detailing the implementation of the Law, ministries and branches have completed 3 periods of systematization of documents nationwide.
Up to this point, based on the provisions of the law, the Ministry of Justice will specifically guide ministries, branches, localities and relevant agencies to implement the systematization of legal documents to unify them nationwide.
