Submitting to the Government for consideration of salary adjustment for civil servants and armed forces
The Ministry of Home Affairs is submitting to the Government for consideration and adjustment the salary regime for cadres, civil servants, public employees and armed forces.
The Ministry of Home Affairs has just informed about continuing to research and provide specific instructions on decentralization, improvement of decentralization and the mechanism for performing tasks at the commune level. At the same time, advise the Government to regulate regimes, policies, and salaries for cadres, civil servants, and non-professional cadres after the reorganization of the administrative apparatus, the Government Electronic Information Portal on January 11 said.
Regarding decentralization and delegation of authority, the Ministry of Home Affairs said that, implementing Official Dispatch No. 137/CV-BCD dated September 28, 2025 and Official Dispatch No. 174/CV-BCD dated December 2, 2025 of the Steering Committee for the arrangement of administrative units at all levels and building a model of organizing local government at both levels of the Government; based on reports from localities, the Ministry of Home Affairs has reported to the Prime Minister on the opinions of localities on the assessment of feasibility for the tasks that have been decentralized and delegated by the Central Government to local authorities and recommended to the Prime Minister solutions to perfect laws, provide guidance and adjust the content to ensure decentralization and delegation of authority are implemented synchronously, effectively and smoothly.
In the coming time, ministries and branches will continue to issue guidelines and adjust contents related to decentralization and delegation of authority under their management to meet the requirements of operating the 2-level local government model in the current period.
Regarding the regime and policies for cadres, civil servants, public employees and non-professional cadres after the organizational arrangement, the Ministry of Home Affairs issued Circular No. 24/2025/TT-BNV dated December 24, 2025 amending and supplementing Circular No. 09/2005/TT-BNV dated January 5, 2005 of the Minister of Home Affairs guiding the implementation of special allowances for cadres, civil servants, public employees and armed forces and Circular No. 23/2025/TT-BNV dated December 24, 2025 amending and supplementing a number of contents of Joint Circular No. 11/2005/TTLT-BNVBTC dated January 5, 2005 on instructions for implementing regional allowances.
Notably, the Ministry of Home Affairs said that this agency is submitting to the Government for consideration and promulgation a Decree amending Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces.
The Ministry of Home Affairs also said that it is coordinating with ministries, branches and localities to study and draft a Government Decree on the organization of activities of villages and residential groups and a number of regimes and policies for part-time workers in accordance with the organization of a 2-level local government model, reporting to competent authorities for consideration and decision.
This is to implement Decision No. 1589/QD-TTg dated July 24, 2025 of the Prime Minister promulgating the Plan to implement the Law on Organization of Local Government No. 72/2025/QH15.
