The Ministry of Home Affairs said it will propose adjusting salaries and allowances for cadres, civil servants, public employees and armed forces after restructuring the apparatus.
Continue to streamline the internal organization of ministries, branches and localities
On the morning of January 8, the Government held a national online conference with local authorities.
According to the report of the Ministry of Home Affairs at the conference, Decree 178/2024/ND-CP (amended and supplemented by Decree 67/2025/ND-CP) was implemented promptly and transparently, and has now been completed and no longerengthended.
The whole country has 146,839 people who have decided to quit their jobs. To date, 100% of the subjects have received the payment. The settlement of regimes and policies for the team of cadres and civil servants after the reorganization has been seriously implemented, initially associated with restructuring and improving the quality of cadres and civil servants.
Regarding the direction and tasks for 2026, the Ministry of Home Affairs said it will continue to review and streamline the internal organizations of ministries, central agencies, local departments, branches and public service units and state-owned enterprises.
Implement the arrangement of public service units, schools, medical facilities, state-owned enterprises, and streamline organizations within agencies, units, and organizations in the political system in accordance with instructions.
The Ministry of Home Affairs continues to advise the Government to issue documents amending and supplementing regulations on organizational apparatus, staffing, recruitment, assessment, planning, training, and fostering cadres according to new regulations of the Politburo so that localities have a basis for consensus in implementation.
Localities urgently improve the positions of cadres and civil servants who are still lacking, ensure the number, both working and drawing experience, promptly propose solutions to improve the efficiency of cadres' work, ensuring the smooth and effective operation of the two-level government apparatus.
Effectively implement new mechanisms and policies on attracting and promoting talent in the administrative apparatus, innovate the method of evaluating civil servants and public employees based on capacity and performance results.

Continue to streamline staff in 2026
Another important task set by the Ministry of Home Affairs is to continue implementing the policy of streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees.
Strictly implement the regulations and conclusions of the Politburo on staff management for the period 2022-2026, report to competent authorities on the results of staff management for the period 2022-2026 and propose staffing for the period 2026-2031 of ministries, branches and localities.
The Ministry of Home Affairs continues to urge and inspect the review, arrangement and assignment of cadres, civil servants and public employees to ensure correct job positions, meeting task requirements; propose adjusting salaries and allowances for cadres, civil servants, public employees and armed forces after the arrangement of the apparatus and the organization of local government at 2 levels; develop and complete the Decree regulating the job positions of civil servants.
Review all public assets and offices that are not in use or are used ineffectively, not for the right purpose for handling according to regulations.
Relevant ministries, branches and localities urgently complete the planning of provinces, communes and special zones; preside over and coordinate with localities to arrange funding, complete equipment and working facilities, and handle surplus headquarters to ensure stable and effective operating conditions.
Continue to review, arrange, strictly manage, and effectively use public assets to propose to the Government a handling plan and handling progress for surplus facilities and public assets, avoid loss and waste, and ensure that resources are used for the right purposes and effectively.
