Allowances for officials while waiting for salary policy amendments
The Ministry of Home Affairs guides the implementation of allowances for cadres, civil servants and public employees while waiting for salary policy amendments.
The Ministry of Home Affairs has sent a document to the Department of Home Affairs of Khanh Hoa province to guide the content of difficulties and problems after implementing the 2-level local government organization model.
Notably, the Ministry of Home Affairs has provided guidance on the regime and policies for cadres, civil servants, public employees, and workers according to Decree No. 76/2019 dated October 8, 2019 of the Government.
Accordingly, based on Resolution No. 76/2025 dated April 14, 2025 of the National Assembly Standing Committee; Decision No. 759 dated April 14, 2025 of the Prime Minister, the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the development of a model of organizing local government at both levels of the Government issued the following documents: No. 03 dated April 15, 2025, No. 11 dated June 4, 2025 and No. 16 dated August 9, 2025 guiding the implementation of maintaining the allowance regime;
In particular, Official Dispatch No. 16 has specifically instructed the types of salary allowances to be kept unchanged ( reserved or continued to receive).
At the same time, Article 13 of Resolution No. 76/2025 stipulates: People, cadres, civil servants, public employees, workers, and salary earners in the armed forces in the administrative unit after the reorganization continue to enjoy special regimes and policies applied by region, by region or by administrative unit as before the reorganization until another decision is made by the competent authority.
Maintain the scope, subjects and content of the regimes and policies according to the regulations of the central and local governments applicable to administrative units as before the arrangement until there is another decision by the competent authority.
In case of changing the name of the administrative unit after the arrangement, the new name of the administrative unit will be used to continue to organize the implementation of specific regimes and policies.
During the period when the competent authority has not yet issued a decision to amend or supplement other regimes, policies and regimes, and policies, it is recommended to implement regimes and policies (including regimes and policies as prescribed in Decree No. 76/2019 dated October 8, 2019 of the Government) for subjects under its management according to the above regulations.
The Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the development of a model of local government organization at both levels of the Government issued Document No. 004 dated April 23, 2025 to the Ministry of Culture, Sports and Environment, requesting the two Ministries to review and submit to competent authorities to amend and supplement documents regulating areas with particularly difficult socio-economic conditions to apply policies on attraction allowances and other policies according to the provisions of Decree No. 76/2019 of the Government.
After the competent authority issues a document amending and supplementing regulations on areas with special socio-economic conditions or especially difficulties mentioned above, cadres, civil servants and public employees working in the area according to the provisions of Article 2 of Decree No. 76/2019 dated October 8, 2019 of the Government will enjoy the policies according to regulations.
