The Military Party Delegation expressed high consensus on the draft Documents submitted to the 14th National Party Congress. The draft documents were carefully prepared, deeply summarized in practice, identified breakthrough strategic policies, paved the way, affirmed the determination and aspiration of the entire Party, people and army in the era of rising up, building a prosperous and prosperous country.

I would like to discuss: Building a revolutionary, disciplined, elite, modern People's Army, as the core to building a strong, modern national defense, associated with people's security and a solid position of people's heart.

Dear Congress,

Over the past five years, the world and regional situation has changed rapidly and complicatedly. Strategic competition between major countries; conflict, war, arms race broke out, seriously threatening global peace and security. Science and technology have developed strongly, creating breakthroughs in all fields; new strategic space, forms and methods of warming have appeared.

In the country, hostile and reactionary forces have stepped up their fight against the revolution of our country. Non-traditional security challenges such as the COVID-19 pandemic; natural disasters, floods, landslides, climate change are increasingly severe, causing serious consequences.

In that context, our Party and State have implemented many historic policies and decisions and achieved many great achievements. The revolution of streamlining the organization of the political system along with strategic solutions creates new development space, including the military and defense sectors. The policies of building a revolutionary, disciplined, elite, and gradually modernizing People's Army in the spirit of the Resolution of the 13th National Congress have been implemented synchronously, drastically, and effectively. The army maintains and promotes its good nature, the heroic national tradition, solidarity, proactiveness, creativity, striving, overcoming difficulties and challenges, comprehensively completing tasks, many tasks are completed excellently, marking outstanding marks:

First, firmly protect the country's independence, territorial sovereignty, position and international prestige, maintain a peaceful and stable environment to build and develop the country. Having advised and proposed the Central Executive Committee, the Politburo, and the Secretariat to issue resolutions, strategies, and important conclusions on military and defense, meeting the requirements of the task of protecting the Fatherland in the short term and in the long term.

Second, the national defense, the national defense posture associated with people's security, the people's security posture, the defense of military zones and defense areas are invested in and built firmly. The awareness and responsibility of the entire political system and the entire people for the task of protecting the Fatherland are enhanced. The national defense arrangement has been adjusted in accordance with the socio-economic development strategy, new administrative boundaries and the organization of local government at 2 levels. The army promotes its shock role, core role, timely presence in vulnerable and dangerous areas, proactively coordinating with forces to prevent, combat and overcome the consequences of natural disasters, epidemics, search and rescue, environmental incidents, helping people eliminate hunger, reduce poverty, build new rural areas, especially in border areas, islands, remote areas, areas with difficult economic development conditions, truly being the "pists of villages and fishermen", contributing to strengthening people's trust in the Party, building a solid "people's heart position". International integration and defense diplomacy continue to be one of the foreign pillars of the Party, State diplomacy, and people's diplomacy, contributing to enhancing the position and prestige of the country and the Army.

Third, focus on investing in building a revolutionary, disciplined, elite, and gradually modernizing the People's Army, with some military branches, service groups, and forces moving straight to modernity; basically completing the adjustment of the "refined, compact, and strong" military organization, up to now, the entire army has adjusted over 5,000 organizations; prioritizing the number of troops for combat readiness units, border lines, and islands. Improve the quality of education and training; build high-quality human resources; have strong breakthroughs in science, technology, innovation and creativity. Building and developing a dual-use, modern defense industry, some contents have a breakthrough, reaching the finish line early, mastering some basic technologies, core technologies; successfully producing and manufacturing many types of weapons, modern and strategic technical equipment and some types of specialty fuels, dual-use, high-tech products, actively contributing to strengthening the potential of national defense, security and the cause of industrialization and modernization of the country. Those successes and results have basically met the conditions to build a modern, strong and modern Army and national defense 5 years ahead of the Resolution of the 13th National Party Congress.

Dear Congress,

Building a revolutionary, disciplined, elite, modern People's Army, which is the core to building a strong, modern national defense, associated with national security and a solid "people's heart posture" is an inevitable need, building a country firmly in the new era. To successfully implement the above policy, it is necessary to focus on effectively implementing some of the following main contents.

First of all, resolutely build a politically strong Army, closely attached to the people; maintain and strengthen the absolute and direct leadership in all aspects of the Party, the centralized and unified management and administration of the State. Pay attention to building a clean, strong, exemplary, exemplary Army Party Committee with high fighting power, leadership capacity and effective implementation of the Party's guidelines and policies, the State's policies and laws with breakthrough policies to attract, promote talent, invest resources, build smart and modern military schools; strengthen cooperation in training and fostering cadres both at home and abroad; focus on improving the level of science and technology.

Second, continue to organize "streamlined, compact, and strong", ensuring a synchronous and reasonable military organization structure. Complete regulations and rules on functions, tasks and leadership mechanisms for management, command and operation. Improve the quality of training, education and training; training on mastering weapons and equipment, especially modern weapons and equipment; quality of close-range drills with the requirement to firmly protect the Fatherland against all tactics and forms of war. Maintain discipline and order; build a healthy military cultural environment, promote the cultural values of "Uncle Ho's soldiers" in the new era.

Third, continue to invest in developing an autonomous, self-reliant, self-reliant, dual-use, modern defense industry; research, design, manufacture, produce, improve, and modernize weapons and technical equipment of strategic significance to meet the requirements of modernization and enhance the fighting power of the Army.

Fourth, promote international integration and defense diplomacy, increase exchanges, training, bilateral and multilateral drills, especially non-traditional forms of security prevention drills. Taking advantage of cooperation in transferring advanced technology and resources to build a modern Army, contributing to maintaining a peaceful and stable environment for national construction and development, implementing the motto of protecting the Fatherland early and from afar.

Fifth, continue to promote the core role of the Army in building a strong and modern national defense, associated with building a solid position of people's heart. Closely and effectively combining national defense and security with economic development, socio-culture and foreign affairs. Promote the role of delegations, military groups, defense economic zones and border guards in propagating and mobilizing people to actively participate in building a national defense, people's security, and a solid defense zone in each area, in each strategic direction of the Fatherland.

Promoting the tradition of patriotism and the strength of national great solidarity, the Central Military Commission and the Ministry of National Defense are determined to build a revolutionary, disciplined, elite, modern Army, successfully completing and excellently fulfilling the three functions of the Army: the fighting army, the working army, the production labor army, firmly defending the Fatherland, contributing to building a rich, prosperous, civilized, happy country, firmly moving towards socialism.
