Government Party Committee: Building a team of cadres who are dedicated, capable, and on par with their tasks

The 14th National Party Congress clearly identified the vision, goals and strategic breakthroughs to bring the country to rapid and sustainable development in the era of rising to richness, prosperity, civilization and happiness.

In an interview with the press, Central Party Committee member and Deputy Prime Minister Nguyen Chi Dung said that to implement the 3 strategic breakthroughs set forth by the 14th National Party Congress, the Government Party Committee values 3 main groups of solutions.

First, strong institutional breakthroughs, perfecting institutions for development, eliminating bottlenecks, barriers, opening up and freeing up all resources. Institutions must be one step ahead and must be leading, an important driving force for rapid and sustainable development.

We have a policy to resolutely eliminate the mindset of not being able to manage and then banning, strongly shifting from pre-inspection to post-inspection, strongly shifting from management thinking to development creation.

Second, focus on developing high-quality, highly qualified human resources; promote attraction and appreciation of talent, build a team of dedicated, capable cadres equal to the tasks, with innovative thinking, strategic vision, modern management capacity and aspiration to contribute.

Create a working environment where creativity is encouraged, commitment is protected, dare to think, dare to commit, dare to realize the aspiration of development and service to the country. Timely replace and handle cases of pushing, avoiding, and fearing responsibility.

Third, continue to complete synchronously and make strong breakthroughs in building socio-economic infrastructure; especially strategic transport infrastructure such as the North-South high-speed railway, urban railway in Hanoi, Ho Chi Minh City, railway lines connecting to other countries, or high-speed routes, airports (Long Thanh, Gia Binh, Phu Quoc), major seaports (Lien Chieu, Can Gio); technology infrastructure ( date center, AI, 5G); energy infrastructure.

These technologies are extremely important to ensure double-digit growth or higher in the coming time and the goal is that by 2045, our country will become a developed country with high income.

In the context of the country entering a new stage of development, the Government Party Committee identified science - technology, innovation and digital transformation as a breakthrough to improve national governance capacity, while creating a foundation and main driving force for rapid and sustainable growth.

On that basis, the Party Committee focuses on leading and directing the implementation of a number of key tasks and solutions as follows:

First, innovate thinking throughout the system, in leadership, direction, and management style in a flexible and effective manner through technology and digital data.

Second, focusing on building the Party on cadres is a strategic breakthrough, aiming to build a team of cadres at all levels, especially at the strategic level and leaders with high qualifications, knowledge of science, technology, and innovation.

Third, innovate, improve the quality of issuing programs, action plans and organize the most effective implementation of the Party's policies and guidelines on science and technology, innovation, concretization to each sector, field, and each agency under the Government

Fourth, promote administrative reform, apply information technology, digital transformation; build a unified and synchronous database system, facilitate exploitation and use.

Fifth, lead and direct the strong development of the digital economy, knowledge economy, circular economy, high added value; promote digital transformation, green transformation, energy transformation associated with the development of high-quality human resources.

The Government Party Committee will make a breakthrough in personnel work and Party building organization work. In particular, improving the quality of training, fostering, planning, evaluating, rotating, outlining, appointing, arranging and implementing personnel policies.
