14th National Party Congress: Aspiration to create a future

The 14th Congress of the Communist Party of Vietnam not only marked the beginning of a new term, but was also a place where the people of the whole country fully exercised their faith and great expectations: faith in the development path chosen by the Party and the nation and hope for a breakthrough development period of the country.

The Congress is considered a Congress of faith, of aspiration to create the future. studying the Draft Documents submitted to the 14th Congress, cadres and party members of Da Nang City shared their enthusiasm, associated with practice.

Creativity - the foundation of trust

When studying the draft documents of the Congress, Dr. Nguyen Duy Quy, University of Education - University of Da Nang, said that the 14th Congress with the motto "Solidarity - Democracy - Discipline - Breakthrough - Development," is not only an affirmation of the goal, but also a belief that that development expectation will be realized with more solid and effective steps forward in the coming time.

The belief that the 14th Congress aroused was the belief in national creativity - the belief that Vietnam not only nurtured the desire for development, but also gathered all the necessary conditions to realize that aspiration. The capacity to create national development is first of all demonstrated in the ability to plan development policies correctly, consistently and in accordance with the requirements of the new period, with the development trend of the times.

Dr. Nguyen Duy Quy is very familiar with the phrase "united efforts, unanimous efforts", because this is a concise and profound crystallization of the ideology of great national unity, a strategic and consistent policy in the guidelines of the Communist Party of Vietnam.

This theme not only suggests the need to mobilize and promote the synthesis of social resources, but also further emphasizes the importance of unity of will, social consensus and the connection of benefits between all classes of people, communities and entities participating in the country's development process.

In the context of Vietnam building and perfecting a socialist-oriented market economy while promoting increasingly extensive international integration, interest-oriented relations have become more multidimensional and complex.

Therefore, the requirement to "join hands and be unanimous" demonstrates the new development thinking of the Party, promotes the central role of the People, towards harmony of interests, strengthens social trust, and build a stable and solid socio-political foundation for the goal of rapid and sustainable development of the country.

As a teacher, Dr. Nguyen Duy Quy believes and expects that in order to make a breakthrough in human resources, especially high-quality human resources associated with science, technology, and innovation, in the coming time, the Party and the State will continue to invest properly and sufficiently in developing education and training.

Education is truly a top national policy to improve people's knowledge, develop human resources, nurture talents, and meet the requirements of breakthrough development of the country.

Completing institutions to meet development requirements

According to MSc. Dinh Duc Hien, Internal Affairs Committee of the Da Nang City Party Committee, the draft Political Report at the 14th National Party Congress has presented many new viewpoints, orientations and tasks in building and perfecting the Socialist Republic of Vietnam's rule of law state in the new era.

This is an objective requirement of development and a prerequisite for the country to make a breakthrough, and at the same time will continue to consolidate and affirm the sustainable nature of the State of Vietnam, the Socialist Republic of Vietnam's rule of law state of the people, by the people, for the people in the new period.

MSc. Dinh Duc Hien shared that, looking at the reality of Da Nang City, in order to promote the people's mastery in the city and contribute to building a socialist rule-of-law state, in the 2021-2026 term, at the People's Council sessions, the city has organized 16 questioning sessions related to judicial work; 100% of recommendations and proposals after questioning were received, implemented and reported by competent authorities at the next session.

Improving the quality of questioning and answering questions has contributed to increasing publicity and transparency, improving the effectiveness of supervision and people's trust in the operations of judicial agencies.

The City National Assembly Delegation has organized a meeting to collect opinions on 161 draft laws for the National Assembly to consider and approve at the 15th National Assembly sessions; held 29 Councils to collect opinions on 30 draft laws, organized thematic meetings with voters to contribute opinions on 2 draft laws and collected written opinions on 131 other draft laws; participated in 33 Surveying Teams of the National Assembly, the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees and the Standing Committee of the City People's Council to organize supervision and surveys at the locality, including content related to judicial reform work.

The Standing Committee of the People's Council, the City People's Council Committees, and the City People's Council Delegation groups have organized more than 800 supervisions and surveys, including those related to the judicial sector and judicial reform.

The Vietnam Fatherland Front Committees at all levels have chaired and organized more than 1,060 thematic supervisions, including contents related to compliance with the law, judicial activities, handling of opinions and recommendations from voters and people, handling complaints and denunciations; organized more than 150 meetings with voters, direct dialogue between leaders of judicial agencies and the people, thereby promptly grasping the thoughts, aspirations and recommendations of the people, and sending them to competent authorities for consideration and resolution.

Judicial agencies maintain a regular citizen reception regime, regularly publicize and disclose the results of complaint and denunciation settlement; create favorable conditions for people to access information about litigation, judgment enforcement, and judicial support activities according to the provisions of law; encourage people to participate in supervision through the activities of People's Jury, mediation teams at the grassroots level, and People's Inspectorate; enhance the role of press and media information channels in detecting and reflecting violations of the law and negativity in judicial activities.

Promoting the people's mastery has contributed to enhancing transparency, improving the quality of activities of judicial agencies and strengthening the people's trust in justice and the law.

In recent times, Da Nang City has effectively implemented key tasks on judicial reform. Judicial agencies have proactively strengthened supervision of law enforcement, focused on performing well the responsibility of prosecution in investigation activities and trial activities, improved the quality of litigation at courts, and judicial support activities have also achieved many positive results... all of which aimed at building a clean, strong, democratic, strict, just-handed judiciary, protecting justice, serving the people, and serving the socialist Fatherland of Vietnam.
