Amending the law of the Vietnam Fatherland Front to comply with the orientation of organizational arrangement

On the morning of April 17, the 3rd Conference of the Presidium of the Central Committee of the Vietnam Fatherland Front (VFF) took place in Hanoi, term X.

At the conference, Ms. Nguyen Thi Thu Ha, member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front, said that in order to ensure compliance with the orientation of amending and supplementing a number of provisions of the 2013 Constitution directly related to the organization of the Fatherland Front and Central organizations and the Project to reorganize and streamline the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State according to Conclusion No. 126-KL/TW dated February 14, 2025, Conclusion 127-KL/TW dated February 28, 2025 of the Politburo, the Secretariat, and the Standing Committee proposed the scope of the Law amendment as follows:

The draft Law focuses on amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front; amending and supplementing a number of articles of the Law on Trade Unions, the Law on Youth and a number of regulations on trade union organizations in agencies and units in the Law on Grassroots Democracy Implementation to ensure compliance with the additional amendments in Articles 9, 10, and 84 of the 2013 Constitution, ensuring the unity and synchronization of the legal system and creating a legal basis for the organization and operation of the Vietnam Fatherland Front after being reorganized and reorganized according to the Project approved by the Central Executive Committee.

The draft law is developed according to the technique of "one document amending many documents", in which Article 1 amends and supplements the provisions of the Law on the Vietnam Fatherland Front, Article 2 amends and supplements the Law on Trade Unions, Article 3 amends and supplements the Law on implementing democracy at the grassroots level and Article 4 amends and supplements the Law on Youth.

Through reviewing the Law on the Vietnam Fatherland Front, in order to comply with the orientation of reorganizing the Vietnam Fatherland Front apparatus (after being reorganized), in the coming time, it is necessary to amend and supplement 18 articles, focusing on 8 groups of contents: Location and role of the Vietnam Fatherland Front; amending and supplementing the rights and responsibilities of the Vietnam Fatherland Front; amending and supplementing the principles of organization and operation of the Vietnam Fatherland Front; amending and supplementing the organization of the Vietnam Fatherland Front; amending and supplementing the work of overseas Vietnamese in Article 10; amending and supplementing the regulation on sending people's defense at Article 18.

Regarding the Trade Union Law, Ms. Nguyen Thi Thu Ha said that according to the proposal of the Vietnam General Confederation of Labor, the 2024 Trade Union Law has 12 things that need to be amended and supplemented, focusing on 3 main contents:

Amend regulations related to the subjects of "clerks, civil servants, and public employees" to ensure compliance with the model of trade union organizations in the arrangement of the apparatus according to Resolution No. 18-NQ-TW (in 3 articles).

Amend and supplement regulations related to the organizational system of Vietnam Trade Union, the authority of trade unions at all levels (4 articles).

Amend regulations on trade union finance and assets in accordance with the trade union organization model after restructuring and streamlining (3 articles).
