Identification number for electronic application code for civil servants from 1.7
From July 1, personal identification numbers will be officially used as electronic identification codes for cadres, civil servants, and public employees.
The Government has just issued Decree 27/2026/ND-CP dated January 19, 2026, regulating the National Database on cadres, civil servants, and public employees, effective from July 1.
The Decree stipulates that the electronic records of cadres, civil servants and public employees include:
+ Electronic background check.
+ Other file components are created from data of cadres, civil servants, and public employees.
Each cadre, civil servant and public employee has an electronic file with a unique identification code (electronic file identification code) to serve management and lookup in the electronic environment.
Unify the use of personal identification numbers as identification codes for electronic records of cadres, civil servants, and public employees.
The duration of electronic records storage is implemented in accordance with the provisions of the law on documents, archiving; the law on cadres, civil servants, public employees and the law on data, ensuring the maintenance of integrity, readiness and access to data.
Cadres, civil servants and public employees are responsible for regularly updating information and data of individuals when changes arise in electronic records and are responsible before the law for the honesty and accuracy of updated information and data.
Agencies employing cadres, civil servants and public employees are responsible for regularly updating information and data of cadres, civil servants and public employees arising.
For data related to cadres, civil servants and public employees arising from the system of information on cadres, civil servants and public employees management, the data must be updated by the system to electronic records and synchronized to the National Database on cadres, civil servants and public employees no later than 1 day after the professional processing process is completed.
For data related to cadres, civil servants and public employees arising from the management of other agencies and organizations, the agency in charge of the National Database of Cadres, Civil Servants and Public Employees will coordinate with the agency in charge of the database, the information system containing this data periodically synchronizes data every week to collect, compare, and update into the electronic records of cadres, civil servants and public employees.
In case the databases and information systems have not been formed or do not meet the connection requirements, cadres, civil servants, public employees or agencies employing cadres, civil servants, and public employees shall update data directly into the electronic records of cadres, civil servants, and public employees.
The electronic file components in the National Database of cadres, civil servants and public employees are used to replace paper file components in the management of cadres, civil servants and public employees according to the provisions of law and competent authorities.
In case due to professional requirements, it is necessary to use paper records, the management agency or agency or unit using cadres, civil servants, and public employees exploits the electronic records of cadres, civil servants, and public employees on the National Database on cadres, civil servants, and public employees, convert to paper copies for use.
The conversion to paper copies from electronic records is carried out in accordance with the provisions of the law on electronic transactions. Cadres, civil servants and public employees do not have to re-prepare the documents that are in the electronic documents.
