Civil servants with 5 years of service are considered for admission to civil service
The Ministry of Home Affairs has just issued specific instructions on the conditions for being accepted as civil servants for civil servants who have a university degree and 5 years of working experience.
Mr. Trinh Van Bang (character's name has been changed) is a civil servant working at a public service unit, with a Recruitment Decision dated June 1, 2020. Up to now, he has worked for 5 years and 6 months consecutively.
From the above reality, Mr. Bang suggested that competent authorities consider and give opinions on whether his case is eligible for admission to civil service according to Point b, Clause 3, Article 13 of Decree No. 170/2025/ND-CP or not.
Regarding the reflection on Mr. Bang's recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.
Clause 3, Article 13 of Decree No. 170/2025/ND-CP dated June 30, 2025 of the Government regulating the recruitment, use and management of civil servants stipulates: "Based on the ratio of civil servants who need to be arranged according to each job position in the civil servant agency, the assigned staffing quota and the requirements of the job position to be recruited, the head of the competent recruitment agency or the head of the management agency shall consider and accept civil servants in the cases specified in Clause 1 of this Article if he meets the conditions for registration for civil servant recruitment as prescribed in Clause 1, Article 19 of the Law on Cadres and Civil Servants, except for cases specified in Clause 3, Article 19 of the Law on Cadres and Civil Servants or during the disciplinary period, during the period of disciplinary action, during the period of implementing disciplinary action according to the provisions of the Party's laws and laws.
In cases specified in Points b, c, d, e, g and h, Clause 1 of this Article, he/she must have worked for 5 years or more in accordance with the provisions of law, and have paid compulsory social insurance (if not continuous and has not received a one-time social insurance subsidy, it will be accumulated, including working time if he/she previously held the job position specified in Points b, c, d, dd, e, g and h, Clause 1 of this Article), doing a job with professional and technical requirements suitable for the job in the job position expected to be received.
Pursuant to the provisions of Article 67 of Decree No. 170/2025/ND-CP, the Ministry of Home Affairs recommends that you contact the competent authority recruiting civil servants for the job position for the recruitment for settlement.
