Civil servants with additional income from 1.7.2026
The additional regime for civil servants is mentioned in the 2025 Civil Servants' Law, effective from July 1, 2026.
Article 26 of the 2025 Law on Civil Servants stipulates the classification of quality and the use of assessment and classification results as follows:
1. Based on the results of monitoring and evaluation, the assessment regulations of the unit, civil servants are classified as having annual quality according to the following levels:
a) Completing the task excellently;
b) Completing the task well;
c) Completing the task;
d) Failure to complete the task.
The results of the quality classification must be notified to individual civil servants, made public in the unit and recorded in the civil servant's records.
In case public service units have separate regulations on quality assessment and classification, the level corresponding to the quality classification levels prescribed in this clause must be prescribed.
2. Based on the results of periodic or annual quality assessment and classification, the competent authority decides:
a) Implement training, fostering, planning, mobilizing, appointing, and reappointing;
b) Implement salary regimes, regimes, and other policies according to the provisions of law and regulations of competent authorities; implement rewards, additional income regimes, and bonuses according to regulations;
c) Consider and arrange to a suitable job position at a lower level or dismiss in cases of failure to complete tasks or failure to meet the requirements of the tasks."
Thus, based on the results of the classification assessment, the competent authority will decide to implement the salary regime according to regulations; implement rewards, additional income regimes, bonuses for civil servants.
