Regulations on working contracts with civil servants from July 1, 2026 are based on the Law on Civil Servants 2025.

Article 20 of the 2025 Law on Civil Servants (effective from July 1, 2026) stipulates the working contracts for civil servants as follows:

- A work contract is a written agreement between a civil servant or a person recruited as a civil servant and the head of a public service unit on job position, salary, benefits, working conditions, rights, obligations and other related contents.

- Based on the recruitment results, the head of the public service unit signs a work contract and arranges the successful candidate for the job position.

- Work contracts for civil servants include term contracts and non-term contracts.

Currently, Article 25 of the Law on Public Employees 2010, amended by Clause 2, Article 2 of the Law on Cadres and Civil Servants and the 2019 amended Law on Public Employees, effective from July 1, 2020, stipulates as follows:

Article 25.Types of work contracts 1.

A working contract with a term is a contract in which the two parties determine the term and expiration date of the contract for a period of 12 months to 60 months.

The working contract determines the term of application for civil servants recruited from July 1, 2020, except for the cases specified in Point b and Point c, Clause 2 of this Article.

2.An indefinite-term work contract is a contract in which the two parties do not determine the term and expiration date of the contract.An indefinite-term work contract applies to the following cases: a) Officials recruited before July 1, 2020; b) Officials and civil servants transferred to civil service as prescribed in Point b, Clause 1, Article 58 of this Law; c) People recruited to work as civil servants in areas with particularly difficult socio-economic conditions.







3.The Government shall detail this Article.

Thus, the regulations on work contracts for civil servants from July 1, 2026 will have many new points compared to current regulations.
