Article 22 of the 2025 Law on Civil Servants (effective from July 1, 2026) stipulates the termination of contracts as follows:

1. The termination of working contracts, labor contracts, service contracts, rights and obligations of relevant parties shall be implemented in accordance with the provisions of this Law, labor law, civil law and other relevant legal provisions.

2. Officials and those who sign labor contracts and service contracts with public service units have the right to unilaterally terminate the contract. Regulations related to unilateral termination of contracts shall comply with the provisions of labor law, civil law and other relevant legal provisions.

3. Public service units are only allowed to unilaterally terminate working contracts, labor contracts, service contracts with civil servants, those who sign labor contracts, service contracts in corresponding cases according to the provisions of the law on labor, the law on civil matters and other relevant provisions of law.

4. In addition to the cases of termination of employment contracts as prescribed in Clause 1 of this Article, employment contracts shall be terminated in the following cases:

a) Officials subject to disciplinary action by being forced to quit their jobs;

b) Officials classified as having quality to the extent of not completing their tasks due to professional reasons or not meeting the requirements of the job position;

c) Other cases as prescribed by law on industry, field or by agreement.

Thus, from July 1, 2026, the termination of the contract with the civil servant shall comply with the above regulations.
