Arranging public non-business units, localities simultaneously implement

The arrangement of public non-business units (DVSNCL) is being implemented simultaneously from the Central to local levels, with specific orientations for each field and concentrated progress in the period 2026-2027.

Since the beginning of 2026, directions at the central level have gradually concretized the arrangement of VNU-CLs by sector.

In Resolution No. 105/NQ-CP on continuing to build and complete the organizational structure of the political system in the coming time, the Government requests to continue to promote the arrangement and streamlining of the apparatus, and arrange VNU-CLs.

According to the Government Portal on April 28, in Decision No. 1058/QD-UBND on arranging public non-business units of the education sector, Phu Tho province decided to maintain the stability of 11 professional and nghiệp vụ departments of the Department of Education and Training agency.

For preschool, primary, and secondary education institutions under the People's Committees of communes and wards: People's Committees of communes/wards organize a review and full assessment of the current situation of the network of preschools, primary schools, and secondary schools in the directly managed area; on that basis, develop a Project on arrangement and merger in accordance with the province's guidelines.

The development of the arrangement and merger plan must ensure: suitability with the two-level local government model; associated with local socio-economic development planning; with a clear roadmap; implementing democracy, publicity, and transparency; not increasing the gap in access to education for students.

In Plan 127/KH-UBND, Ninh Binh province requests to implement the arrangement and restructuring of public service units, schools, medical facilities and state-owned enterprises in the area according to the direction and guidance of the Central Government to gradually improve operational efficiency and ensure the provision of essential public services to people.

The plan assigns the Department of Home Affairs to review and streamline internal organizational focal points of specialized agencies under the Provincial People's Committee. Promote decentralization and authorization to commune-level People's Committees and affiliated agencies and units.

Assign the Department of Home Affairs, Department of Finance, Department of Education and Training, and Department of Health to arrange and restructure public health facilities, schools, medical facilities and state-owned enterprises in the area according to the direction and guidance of the Central Government. Implementation time from 2026-2030.

In Plan No. 1277, Khanh Hoa province has set out the task of continuing to review and arrange the public service unit apparatus.

Khanh Hoa Provincial People's Committee requests to continue reviewing and updating regulations on the functions, tasks, powers and organizational structure of provincial-level specialized agencies;

Continue to review and arrange the apparatus of YUs. Implement regulations on management and use of staff in agencies, administrative organizations, and YUs.

Hai Phong City also implemented the merger of a number of units with the same functions, such as merging 2 legal aid centers into one. The city also reorganized the health station system and vocational education - continuing education centers, reducing the number of focal points compared to before.
