Within the framework of the visit and working trip to Japan, on April 26-27, a delegation from Hanoi City led by Mr. Vu Dai Thang - Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee, deployed activities in Osaka and Tokyo, focusing on promoting cooperation with Japanese localities on innovation, science and technology, digital transformation, and strengthening connections with the Vietnamese intellectual and expert community in Japan.

On the afternoon of April 26, the Hanoi City delegation visited and worked with the Vietnamese Consulate General in Osaka. Here, Consul General Nguyen Truong Son informed about the positive progress in Vietnam - Japan relations, especially in the Kansai region; and emphasized the bridging role of the representative agency in promoting local cooperation, especially in the fields of science and technology, health, and biotechnology.

Speaking at the working session, Chairman of the City People's Committee Vu Dai Thang affirmed the goal that by 2045, Hanoi will reach the level of developed capitals in the world and by 2065 become a global city with a high quality of life. To realize this goal, the city will promote the search for international partners, especially in developing large-scale infrastructure such as urban railways, smart cities and multi-layered urban spaces. At the same time, Mr. Vu Dai Thang requested the Consulate General to continue to support Hanoi in deeply connecting with localities in the Kansai region.

On the morning of April 27, the Hanoi City delegation worked with Osaka Prefectural Deputy Governor Yamaguchi Nobuhiki. At the working session, leaders of the two localities agreed to strengthen delegation exchanges at all levels, coordinate to organize events, and promote connections between Hanoi and Osaka Innovation Centers towards cooperation in the field of innovation and startups.

Always welcoming young Vietnamese scientists back

On the afternoon of April 27, the delegation arrived in Tokyo and continued the working program with the Vietnamese Embassy in Japan, and also met and dialogued with the Vietnamese intellectual community and experts in the field of science and technology, innovation.

At the working session, Ambassador Extraordinary and Plenipotentiary of Vietnam to Japan Pham Quang Hieu emphasized that this working trip of Hanoi city leaders is of special significance as the revised Capital Law has just been passed, opening up many breakthrough mechanisms for science and technology development and innovation.

After listening to a summary report on the situation and orientation of science and technology deployment and digital transformation of Hanoi City, representatives of young Vietnamese experts and scientists in Japan proposed many practical solutions for Hanoi to realize the above goals and visions, contributing to economic development and people's lives such as building a centralized health data system, applying artificial intelligence in medical examination and treatment, researching quantum encryption technology to ensure data security, developing the "sandbox" model for testing new technologies, connecting the network of international experts and scientists with Hanoi.

Speaking at the dialogue, Chairman of Hanoi People's Committee Vu Dai Thang affirmed that science and technology, innovation and digital transformation have become the core driving force determining the development position of the Capital.

Mr. Vu Dai Thang said that Hanoi is facing a new stage of development with many opportunities, in which the goal of becoming an innovation center of the Asia-Pacific region has been clearly defined. The city is currently leading the country in the digital transformation index, for many years leading in innovation, and is also implementing a series of large projects such as Hoa Lac High-Tech Park, R&D centers and venture capital ecosystems.

Emphasizing the role of high-quality human resources, the Chairman of Hanoi People's Committee praised the Vietnamese intellectual community abroad, especially in Japan, as a strategic resource. The city always welcomes young Vietnamese scientists back to work and has favorable and flexible mechanisms and support, including remote work, to create a development environment, absorb practical contributions and opinions for Hanoi, focusing on key areas such as artificial intelligence, data science, biomedicine, urban technology and digital transformation.
