Da Nang builds a happy residential area
The Vietnam Fatherland Front Committee of Da Nang City has just organized a Forum to build "United, prosperous, and happy residential areas".
Improving the quality of life from the grassroots level
The forum is not only a place to exchange experiences, but also shapes a new approach in building residential communities – taking people as subjects and people's satisfaction as a measure.
At the forum, delegates focused on discussing many practical contents such as building self-management models on security and order, effectively implementing the movement "All people unite to build a cultural life", replicating the model "5-no family, 3-clean, 3-safe", as well as promoting the role of village elders and village chiefs in connecting the community. Practical experiences from the grassroots level show that when people participate and agree, the models all promote clear effectiveness, contributing to maintaining security, order and improving the quality of life.
The draft Plan to build "United, prosperous, and happy residential areas" in 2026, which was submitted for comments at the forum, has concretized the Campaign "All people unite to build new rural areas and civilized cities" in a profound direction. The focus is to take residential areas as the deployment area, promote the role of people as subjects, and closely link them with the criteria for building new rural areas and civilized cities.
Accordingly, the city sets a target of 100% of communes and wards selecting at least one residential area to register to build this model, associated with specific criteria. Each residential area must clearly identify the content and tasks suitable to actual conditions to improve the quality of the set criteria. The highlight of the plan is to encourage the formation of effective self-management models, capable of maintaining and replicating, avoiding the situation of chasing after form or titles.
Promoting self-management, avoiding formalism
Concluding the forum, Mr. Le Tri Thanh, Chairman of the Vietnam Fatherland Front Committee of Da Nang City, acknowledged the positive results that localities have achieved in the past time. Many models of solidarity residential areas, building a cultural life have been effective in poverty reduction, ensuring social security, protecting the environment, maintaining security and order and building a cultural lifestyle.
However, to improve quality and sustainability, the Chairman of the City Vietnam Fatherland Front Committee emphasized four key tasks. First of all, localities need to review and adjust models to suit the specific characteristics of each region such as mountainous, rural or urban areas, and at the same time meet the requirements of digital transformation in management and operation.
Second, do not deploy widely but choose key models, make them solid, make them effective, and have a spreading effect. Preliminary reviews, assessments and adjustments must be carried out regularly to ensure practicality.
Third, promote the self-management role of the community with the motto "people know, people discuss, people do, people check, people benefit". All activities need the consultation and consensus of the people, thereby creating a solid foundation for long-term development.
Finally, the mobilization of resources must ensure harmony between the state budget and socialization, use effectively, avoid waste, and at the same time recognize and appreciate the contributions of the People.
Notably, the city will issue a set of evaluation criteria to incorporate the content of building "United, prosperous, and happy residential areas" into the emulation movement. However, the core goal is not in reporting achievements but in substantive value: people must truly enjoy both materially and spiritually.
In addition, localities are required to integrate and implement major policies such as Resolution 02 on drug prevention and control and Directive 14 on building a civilized urban lifestyle. These are considered important pillars for forming safe, civilized, and livable residential areas.
This forum shows Da Nang's determination to shift from a movement-based approach to substantive and sustainable development. When each residential area becomes a "healthy cell", operated on a foundation of self-management and consensus, the goal of building a livable city will become increasingly clear.
