The Ministry of Home Affairs continues to advise on streamlining organizations inside ministries and central agencies

On the afternoon of April 28, the Ministry of Home Affairs held a press conference to provide press information on outstanding results of the first quarter's work and key tasks for the second quarter of 2026.

At the conference, Mr. Do Van Phong - Head of the Emulation - Commendation and Communication Department (Ministry of Home Affairs) - said that recently, the Ministry has advised the Government to submit to the National Assembly many draft Resolutions and Law projects such as: Resolution on the organizational structure of the Government for the 16th National Assembly term and Resolution on the structure of the number of Government members for the 16th National Assembly term; draft Law amending and supplementing a number of articles of the Law on Emulation and Commendation; Law amending and supplementing a number of articles of the Law on Social Insurance (BHXH).

The Ministry has submitted to the Government for promulgation 7 Decrees, 5 Resolutions; submitted to the Prime Minister for promulgation 74 Decisions (including 62 Decisions approving the results of the election of Chairmen and Vice Chairmen of People's Committees of provinces and centrally-run cities for the 2026-2031 term), 1 Directive; Promulgated 5 Circulars, 7 consolidated documents under its authority.

Regarding social security work, Mr. Do Van Phong said that the Ministry's advisory board organized the presentation of gifts from the Party and State to people with meritorious services to the revolution on the occasion of celebrating the 14th National Congress of the Party and the Binh Ngo Lunar New Year 2026 with a total of 1.6 million people and a total budget of about 1.1 trillion VND, ensuring the right and timely recipients;

The Ministry has monitored and supervised the payment of Tet bonuses to employees to ensure that it is in accordance with the set plan, the average bonus level increased by 13% compared to the Tet Nguyen Dan bonus level in 2025...

Regarding key tasks in the second quarter of 2026, the Ministry of Home Affairs continues to prioritize comprehensive investment in building and perfecting institutions and policies in the field of internal affairs.

In which, focus on completing 5 draft Laws and 1 Ordinance to meet the requirements of operating local governments at 2 levels: Law amending and supplementing the Law on Emulation and Commendation, Law amending and supplementing the Law on Social Insurance, Law amending and supplementing the Law on Safety and Health, Labor, Law amending and supplementing a number of articles of 4 Laws in the field of internal affairs, Law on Vietnamese Workers going to work abroad under contract (amended and supplemented), Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution (amended and supplemented).

Continue to advise on streamlining the internal organizations of ministries, central agencies and departments and branches at the local level; streamline public non-business units and state-owned enterprises under leadership and management. Focus resources and promote the removal of arising obstacles to effectively implement the 2-level local government model.

Focus on completing documents detailing the implementation of the Law on Civil Servants (amended) to ensure quality and prescribed deadlines. Continue to focus on reviewing and completing the construction and management of job positions in the political system; linking the approval of job positions in agencies, administrative organizations and non-business units with restructuring, improving the quality of the contingent of cadres, civil servants and public employees and implementing staff streamlining.

Continue to review and consolidate the organizational structure of agencies and units directly under the Ministry of Home Affairs in the direction of streamlining, restructuring and improving the quality of the contingent of civil servants and public employees; organize and effectively implement the recruitment, appointment, and rotation of cadres and civil servants, ensuring compliance with the conditions and standards of the approved job position.
