Quang Nam passes two resolutions on administrative unit arrangement
Quang Nam will merge with Da Nang to become a centrally-governed city, while streamlining hundreds of communes and wards.
On the morning of April 26, 2025, at the 31st session, the People's Council of Quang Nam province, term X, 2021 - 2026, passed two important resolutions, unanimously approving the policy of arranging administrative units (ADUs) at the provincial and commune levels in the province.
Accordingly, at the provincial level, the Provincial People's Council approved the policy of merging the entire natural area and population of Quang Nam province and Da Nang city to form a new administrative unit - Da Nang city, under the Central Government. The political - administrative center will be located in the current city of Da Nang.
The new city is expected to have an area of over 11,867 km2 and a population of over 3 million people and has 94 affiliated commune-level administrative units (including 23 wards, 70 communes and 1 Hoang Sa special zone).
For the commune level, the Provincial People's Council also voted to approve the policy of arranging 233 commune-level administrative units to 78 administrative units, including 11 wards and 67 communes. This arrangement aims to streamline the apparatus, improve the operational efficiency of local governments and comply with standards according to current regulations.
Speaking at the meeting, Mr. Nguyen Duc Dung - Chairman of Quang Nam Provincial People's Council affirmed: “This is an important step, showing the province's political determination in implementing the great policy of the Central Government on the organizational structure of streamlined, effective and effective.
This is not only an arrangement and change in administrative level and administrative procedures, but also a historic step, restructuring management space, creating new motivations and new potentials, bringing local governments closer to the people, closer to the people, and higher meeting development requirements in the new period".
Specifically, the results of the voter comment showed that 96% of voters agreed to arrange the commune level, and 98.52% of the voters agreed to consolidate Quang Nam and Da Nang into a city directly under the Central Government. Some voters recommend the name of the new administrative unit, "Quang Da" or "Quang Nam", and proposed the administrative center located in Tam Ky city.
After being approved by the Provincial People's Council, the People's Committee of Quang Nam province will coordinate with the People's Committee of Da Nang city to complete the dossier and submit it to the Ministry of Home Affairs for appraisal before May 1, 2025 for the Government and the National Assembly Standing Committee to consider and decide.
