Ninh Binh sends more than 460 turns of provincial-level officials to communes and wards to work
Ninh Binh - Implementing the 2-level local government model, Ninh Binh province has mobilized and assigned 462 turns of provincial-level civil servants and public employees to the grassroots level.
On June 1, Ninh Binh Provincial Party Committee held a preliminary review of 1 year of operating the apparatus of the political system and the 2-level local government model in the province.
After a year of implementing the 2-level local government model, the mechanism for operating the government apparatus has been gradually improved in the direction of clear people, clear tasks, and clear responsibilities. Decentralization and delegation of power have been promoted, promoting the proactiveness and creativity of the grassroots level.
Administrative reform and digital transformation have made positive progress. The rate of dossiers resolved on time reached over 96%; the rate of online dossiers reached over 94%; the satisfaction level of people and businesses reached over 95%.
To date, 100% of communes and wards in Ninh Binh province have established public administrative service centers; 100% of agencies in the political system use electronic documents, digital signatures and specialized data transmission network connections.
The contingent of cadres, civil servants, and public employees basically stabilized their ideology and quickly adapted to the new model. Training and fostering work is being implemented on a large scale. Ninh Binh province has mobilized, assigned, and strengthened 462 turns of civil servants and public employees to the grassroots level to supplement human resources for localities.
In particular, although simultaneously performing many large and complex tasks related to arranging the organizational structure, merging administrative units and deploying the 2-level local government model, the socio-economic situation of the province still maintains strong development momentum.
In 2025, Ninh Binh province's GRDP increased by 10.65%, ranking 3rd in the country. In the first quarter of 2026 alone, it increased by 11.63%, ranking 2nd nationwide. The fields of culture, society, and social security continue to be concerned; national defense and security are maintained; Party building and political system work continue to be strengthened.
At the conference, delegates focused on exchanging and discussing, affirming that the implementation of the 2-level local government model has created positive changes in management and administration at the grassroots level. At the same time, they pointed out some difficulties and obstacles arising in the operation process and proposed solutions to continue to improve the operational efficiency of the apparatus, serving people and businesses better and better.
As of June 1, 2026, Ninh Binh province has 129 commune-level administrative units (including 32 wards and 97 communes). The apparatus of agencies in the political system has been significantly streamlined. The Party bloc at the provincial level reduced 16 agencies and units; the People's Council bloc reduced 8 committees and agencies; the People's Committee bloc reduced 24 specialized agencies; the Fatherland Front and socio-political organizations reduced 17 agencies and units. Hundreds of department-level focal points, sub-departments and non-business units have been arranged and streamlined, contributing to reducing intermediate levels, improving efficiency, effectiveness, and operational efficiency.
