Principles of naming provinces and communes after merger and arrangement
National Assembly Chairman Tran Thanh Man has signed and issued Resolution No. 76/2025/UBTVQH15 of the National Assembly Standing Committee on the arrangement of administrative units in 2025.
This Resolution stipulates the arrangement of provinces and centrally run cities (hereinafter referred to as provincial-level administrative units) and the arrangement of communes, wards and towns (hereinafter referred to as commune-level administrative units) in 2025 according to the resolutions and conclusions of the Central Executive Committee, Politburo and Secretariat on continuing to reorganize the apparatus of the political system, reorganizing administrative units and organizing local governments at 2 levels.
The arrangement of provincial-level administrative units prescribed in this Resolution is the merger of provinces with provinces to form new provinces or the merger of provinces with centrally-run cities to form new centrally-run cities according to the arrangement orientation approved by competent authorities to reduce the number, increase the scale of administrative units, expand development space, maximize the potential and advantages of the locality.
As for the arrangement of commune-level administrative units, the provisions of this resolution are the establishment, disolution, merger, division of administrative units, adjustment of the boundaries of commune-level administrative units to ensure appropriate quantity and scale, the whole country reduces about 60% to 70% of the number of commune-level administrative units compared to the present, meeting the requirements of organizing local commune-level administrative units close to the people, close to the people, operating effectively, efficiently and effectively.
In case of arranging a ward with administrative units at the same level, the administrative unit formed after the arrangement is a ward; in case of arranging a commune or town, the administrative unit formed after the arrangement is a commune.
The Resolution has decided on the names of provincial and commune-level administrative units formed after the reorganization as prescribed in Article 7 as follows:
The name of the provincial administrative unit formed after the reorganization is named after one of the administrative units before the reorganization in accordance with the reorganization orientation approved by competent authorities.
The naming and renaming of commune-level administrative units is regulated to be easy to read, easy to remember, concise, ensuring systematicity, science, in accordance with local historical and cultural traditions and factors and receiving support from local people;
Encourage the naming of commune-level administrative units according to the order number or the name of district-level administrative units (before the arrangement) associated with the order number to facilitate the digitization and updating of information data.
At the same time, the name of the commune-level administrative unit must not match the name of the same-level administrative unit within the scope of the provincial-level administrative unit or within the scope of the provincial-level administrative unit expected to be formed after the arrangement.
