Establishing a party organization corresponding to the administrative system at the provincial and commune levels

On behalf of the Central Executive Committee, on April 12, 2025, General Secretary To Lam signed and issued Resolution No. 60-NQ/TW of the 11th Conference of the 13th Party Central Committee.

Resolution 60 clearly states that the Central Executive Committee approves a number of specific contents to continue implementing tasks and solutions to improve and improve the efficiency, effectiveness and efficiency of the organizational apparatus of the political system.

In particular, regarding the local party organization system: Agree to the policy of establishing a local party organization corresponding to the provincial and commune-level administrative system. End the operation of district-level party committees (districts, towns, cities, districts under provinces, centrally-run cities). Establish a Party organization corresponding to the provincial and commune-level administrative units in accordance with the Party Charter and regulations of the Central Government.

Assign the Politburo to base on the Central Committee's discussion opinions and the Politburo's Report on receipt and explanation to direct, improve, and issue relevant regulations and guidelines to ensure the stable and uninterrupted operation of the local party organization system.

Assign the Politburo to direct the Government Party Committee: Direct the completion of the Project on rearranging and reorganizing administrative units at all levels (including researching, reviewing and perfecting criteria on rearranging communes, wards and special zones) and building a model of organizing local government at 2 levels;

Direct competent authorities to coordinate with relevant provinces and centrally run cities to complete the dossier of the Project on arranging, merging, and consolidating provincial and commune-level administrative units, People's Councils, and People's Committees at all levels to submit to the National Assembly and the National Assembly Standing Committee for consideration and decision according to their authority;

Urgently lead and direct central authorities to closely coordinate with localities to advise on the completion of legal documents to promptly organize the implementation of the arrangement of administrative units at all levels and organize local government activities at both levels in conjunction with promoting decentralization and delegation of power to localities, ensuring sufficient conditions and resources for implementation, enhancing the role of autonomy and self-responsibility of local governments;

Review the regime, policies, roadmap for streamlining the payroll, calculating costs, balancing the budget; ensure unity, synchronization, and close connection with the effective implementation of the policies and Resolutions of the Party Central Committee, Politburo, and Secretariat of the 13th tenure on streamlining the apparatus of the political system.

The Standing Committees of Provincial Party Committees, City Party Committees, and Party Committees under the Central Government focus on leading, directing, and urgently developing the Project according to the instructions of competent authorities to implement the arrangement of provincial-level administrative units, not district-level organizations, and commune-level administrative units.

In particular, based on the criteria and reality of the locality, proactively research, develop plans, report to competent authorities to decide on the implementation of the arrangement, name, and location of commune headquarters, ensuring a streamlined, effective, efficient, close-to-people commune-level government, promptly serving the practical interests of the people, and reducing costs;

At the same time, deploy the organization of local government activities at both levels according to legal regulations to ensure the set roadmap and progress, achieving the goal of streamlining, efficiency, effectiveness and efficiency associated with successfully organizing Party congresses at all levels towards the 14th National Congress of the Party;

Strengthen the prevention and control of corruption, waste and negativity in the arrangement of cadres, management and use of finance and public assets; resolve administrative procedures for people and businesses to ensure uninterrupted and uninterrupted operations.
