Lao Cai promotes the development of union members in the new situation

Lao Cai - In response to the need for innovation, the Provincial Federation of Labor issued a thematic resolution to create changes in the development of union members and the establishment of grassroots unions.

In the context of Lao Cai province implementing a two-level local government model, the economy continues to grow, the number of businesses and workers is increasing, Lao Cai Provincial Federation of Labor has issued a Resolution on "Promoting the development of union members and establishing grassroots unions in the new situation".

As of December 31, 2025, Lao Cai province has 514 grassroots unions with 41,226 union members. In particular, the non-state enterprise sector accounts for a large proportion with 332 grassroots unions and 30,603 union members, clearly reflecting the trend of labor restructuring in the market economy.

In 2025 alone, Lao Cai Provincial Federation of Labor established 32 new grassroots unions in non-state enterprises, admitting 3,282 union members. The work of developing union members in the informal sector has also had positive changes with 4 new unions, admitting 268 union members.

However, Lao Cai currently has 142 enterprises with 3,728 workers without trade unions. Of which, 63 enterprises with 25 or more employees have not established grassroots unions. Most of these enterprises are small-scale, have shifting labor, and are unstable in production and business...

Faced with that reality, the Resolution of the Lao Cai Provincial Federation of Labor identifies the consistent viewpoint of strengthening the leadership of Party committees and trade unions at all levels; innovating methods of mobilizing and developing union members; building grassroots trade unions to truly be a reliable support for workers and a trusted partner of enterprises. The work of developing union members must be associated with improving the quality of grassroots union activities, in accordance with the spirit of "Where there are workers, there is a union organization".

According to the Resolution, the goal by 2030 is to develop an additional increase of over 6,000 union members, increase the total number of union members in the province to 45,500 people, build over 600 grassroots unions, strive for 100% of enterprises to have stable employers with 20 or more employees with union organizations. In the immediate future, by the end of 2026, the whole province strives to have nearly 42,000 union members and nearly 400 grassroots unions in the non-state enterprise sector.
