The National Assembly has passed the Population Law, which takes effect from July 1, 2026.
This Law stipulates communication, mobilization, and education on population; maintaining replacement fertility rates, minimizing gender imbalances at birth; adapting to population aging; improving population quality; conditions to ensure population work.
According to the Population Law, implementing population policies and development is the responsibility of the entire political system, of each individual, family, enterprise, organization and the whole society. The State plays a leading role in mobilizing society to implement population policies.
Have policies to improve the quality of the population in terms of physical, intellectual and spiritual aspects; protect and develop the population for ethnic minorities of very few people.
The law also clearly states the role of individuals and couples in having children to ensure sustainable development of the country and the happiness of the people.
At the same time, it also clearly states the rights and obligations of individuals, families, employers; the interests of the community, society and the country in implementing population work.
In particular, the law prioritizes communication, mobilization, and education on contents such as encouraging marriage and having children to maintain replacement fertility; minimizing early marriage and consanguineous marriage;
Minimize gender imbalance at birth, consequences of gender imbalance at birth; adapt to population aging, prepare for old age from a young age;
In addition, encourage people to take care of their health care appropriately for each group of subjects; proactively access consultation and health check-up services before marriage; screening, diagnosis, treatment of premature and newborn; infertility prevention, infertility treatment;
Promote the elimination of gender discrimination, enhance the role of women and girls in the family and community.
The Law also clearly states that state management agencies on population are responsible for guiding communication, mobilization, and education on population; coordinating with agencies, organizations, and individuals to carry out communication, mobilization, and education on population.
