Instructions for giving 2 levels of Binh Ngo 2026 Tet gifts to people with meritorious services

The Ministry of Home Affairs has just issued Official Letter No. 164 to the People's Committees of provinces and cities guiding the giving of gifts from the President on the occasion of the Lunar New Year of Binh Ngo in 2026.

Accordingly, implementing Decision No. 01/QD-CTN dated January 5, 2026 of the President on giving gifts to people with revolutionary contributions on the occasion of the Lunar New Year of Binh Ngo in 2026, the Ministry of Home Affairs provided some specific instructions.

Subjects specified in Clause 1 and Point a, Clause 2, Article 1 of Decision No. 01/QD-CTN

Each person received only 1 gift from the President. In case a person is confirmed to be two or more subjects eligible for both gifts, he/she will receive 1 gift at the highest level, if he/she is eligible for the same gift, he/she will receive 1 gift at that level.

Subjects specified in Point b, Clause 2, Article 1 of Decision No. 01/QD-CTN

The representative of the martyr's family is the only person in the entire family of the martyr who still lives to receive a gift. In case the representative of the artist's relatives is also the subject of receiving the gift as prescribed in Clause 1 and Point a, Clause 2, Article 1 of Decision No. 01/QD-CTN, the representative of the artist's remaining relatives will be sent to receive 1 gift for the artist's relatives' representative.

In case the patient's relatives have only one person living at the same time in that area who is a gift-giving subject as prescribed in Point a, Clause 1 and Point a, Clause 2, Article 1, Decision No. 01/QD-CTN, that person will receive an additional gift for the patient's relatives' representative.

In case the relatives of the martyr have 2 or more people still alive who are all subjects of the gift giving as prescribed in Point a, Clause 1 and Point a, Clause 2, Article 1 of Decision No. 01/QD-CTN, send a person to receive 1 gift to the representative of the martyr's family.

Subjects specified in Point c, Clause 2, Article 1 of Decision No. 01/QD-CTN:

In case the artist no longer has relatives, the person worshiping the artist will receive a gift from the President, and each artist will receive 1 gift.

The Ministry of Home Affairs said that the President's gifts to policy beneficiaries are expressed in money. Giving gifts to people with meritorious services must be carefully combined with visits and entertaining from agencies, unions and organizations in the area to each subject.

The Chairman of the Provincial and Municipal People's Committees directs the Directors of the Department of Home Affairs to coordinate with local agencies to organize propaganda and implement the President's gifts to policy beneficiaries in a timely and complete manner before January 31, 2026, to avoid errors and negativity.

The budget for making gifts of the President in localities is guaranteed by the central budget and is arranged in the additional state budget expenditure estimate for 2026, with the goal of giving local budgets preferential treatment for people with revolutionary contributions.

The budget for gifts for policy beneficiaries of the army and people's police is guided by the Ministry of National Defense and the Ministry of Public Security.
