Hung Yen assigns provincial Steering Committees on the skillful mass mobilization movement

Comrade Tran Quoc Toan, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial Steering Committee on implementing democracy at the grassroots level, Head of the Steering Committee of Hung Yen province on implementing the emulation movement "Skilled Mass Mobilization" chaired the conference.

In the first quarter, the implementation of the Law on Implementing Democracy at the Grassroots Level and the directives on implementing democracy at the grassroots level in Hung Yen province has made many progresses, quality and achieved many results; representative democracy has been promoted, direct democracy has been expanded; the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" has been concretized in many areas at the grassroots level. The mechanism of "Party leadership, State management, People's mastery" continues to be implemented more synchronously, specifically and effectively...

By the end of March 2025, the whole province will build and maintain 3,162 "Skilled Mass Mobilization" models, of which, in the economic development field, there are 761 models; in the cultural and social field, there are 1,284 models; in the national defense and security field, there are 692 models; in the field of building the political system, there are 425 models...

The task in the second quarter and in the coming time will continue to disseminate and propagate to raise awareness among Party committees, Party organizations, and cadres on the implementation of the Law on Grassroots Democracy and the directives of the Central and the province on implementing grassroots democracy; the importance of propaganda, mass mobilization and the "Skilled Mass Mobilization" movement in the current situation.

Organize training and foster knowledge on the implementation of the Law on Grassroots Democracy; inspect the implementation of Resolution No. 49-NQ/TU dated May 28, 2024 of the Provincial Party Committee Standing Committee on strengthening the Party's leadership in implementing democracy at the grassroots level. Focus on directing the construction of a "Skilled Mass Mobilization" model in new and difficult contents, focusing on key goals and tasks, strategic breakthroughs, and key programs; continue to effectively implement the "Skilled Mass Mobilization" model of government serving people and businesses, the "Skilled Mass Mobilization 1+10" model...

Concluding the conference, comrade Tran Quoc Toan assessed that in the first quarter, the work of implementing democracy at the grassroots level and implementing the emulation movement "Skilled Mass Mobilization" of the province has achieved many quite comprehensive results.

In the second quarter and in the coming time, there are many important tasks that need to be implemented, namely: Implementing Resolution No. 60 - NQ/TW dated April 12, 2025 of the Party Central Committee, including the work of arranging administrative units, arranging the organization of the political system; collecting public opinions on amending the Constitution; Directive No. 45-CT/TW of the Politburo on Party congresses at all levels; the implementation of socio-economic development tasks... Therefore, Party committees at all levels, agencies and units in the province continue to improve the effectiveness of grassroots democracy work, mass mobilization work, the implementation of the emulation movement "Skilled Mass Mobilization" to proactively grasp the thoughts and aspirations of the People and cadres in the political system when implementing new tasks and models; creating a new model of the People's Government, the State's policies...
