Completing more than 3,000 km of expressway: Don't wait until one job is done before another

On the afternoon of January 8, at the regular press conference of the Government, a representative of the Ministry of Construction answered questions from the press regarding the goal of exceeding 3,000 km of expressway.

Mr. Nguyen Tri Duc - Chief of Office, Spokesperson of the Ministry of Construction said that in terms of expressways, by 2020, we had 1,163 km. Thus, in the past 5 years, at least 1,837 km must be completed to ensure the target set by the Government of 3,000 km of road by 2025.

The implementation process over the past 5 years, especially the North - South expressway in the east, has encountered many difficulties and challenges. institutional "bottlenecks" are also barriers, prolonged site clearance, material sources, high material prices...

To overcome the above difficulties and obstacles, the National Assembly, the Government, and the Prime Minister have issued many specific mechanisms. For example, implementing work synchronization, not having to wait for one job to be completed before doing another job but synchronizing solutions.

Assign localities to be the managing agencies of component projects, such as site clearance; appointment of contractors; hand over mines directly to contractors, increasing mine capacity.

In 2025, the Prime Minister established 7 working groups, led by Government leaders directly to inspect, urge, and remove difficulties and obstacles for projects; launched the emulation movement "500 days and nights".

This is an order from the head of the Government. The Prime Minister also gave encouragement to investors, contractors, and related units participating in the implementation of the North-South expressway projects in the East and the transversal expressway axes to also complete and achieve and exceed the set goals.

After 5 years of the 2021-2025 term, 2,182 km of expressway has been completed for traffic. Thus, by the end of 2025, the whole country has put into operation about 3,345 km of the main expressway and 458 km of the intersection and access road to connect these expressway systems with national highways as well as the local transport system, exceeding the target set by the Government of 3,000 km by the end of 2025.

In particular, the opening and completion of the entire North-South expressway from Cao Bang to Ca Mau according to the resolution of the 13th National Party Congress. From the above results, the Ministry of Construction has drawn some lessons.

First is to prioritize resources, avoid spreading investment to invest in large-scale national key infrastructure projects with regional spillover and connection. Especially the goal of basically completing the North - South expressway, the East - West expressway, the horizontal axes are currently being implemented.

Second is to focus on perfecting institutions and policies to remove "bottlenecks and obstacles in a timely and effective manner". Promote decentralization and delegation of power; improve capacity and responsibility of localities.

Third is to promote the combined strength of the entire political system, mass organizations, the consensus of the people, arouse the patriotic emulation movement, national pride.

Fourth, for key projects, it is necessary to establish a Government Steering Committee, a Steering Committee at the ministerial and local levels to have direction from top to bottom.

Fifth is to uphold the spirit of responsibility and be proactive in resolving problems and difficulties. No pushing, no avoiding.

Sixth, in the recent past, to achieve the above results, it is necessary to thank the Government and the Prime Minister for launching exciting patriotic emulation movements, arousing national pride; promptly encouraging and rewarding to create an enthusiastic working atmosphere on all projects and works for national and ethnic interests.
