Hanoi doubles compensation for many projects
Hanoi - The city doubles the level of land compensation compared to the regulated level for many large and important projects.
On the morning of January 27, the 16th Hanoi City People's Council held a thematic session (session 31).
At the session, the City People's Council approved the Resolution on implementing Clause 4, Article 7 of Resolution No. 258/2025/QH15 dated December 11, 2025 of the National Assembly.
Accordingly, for projects specified in Point a, Clause 2, Article 1 of Resolution No. 258/2025/QH15: The level of compensation for land is equal to 2 times the prescribed level.
For projects specified in Points b, c, d and d, Clause 2, Article 1 of Resolution No. 258/2025/QH15: The level of land compensation is 1.5 times higher than the prescribed level.
The level of compensation for assets, investment costs in land, support and resettlement when the State recovers land shall be implemented according to regulations.
To apply the above compensation level, it is necessary to meet the following criteria:
- Belonging to large and important projects in the Capital as stipulated in Clause 2, Article 1 of Resolution No. 258/2025/QH15 of the National Assembly.
- Being within the boundary of land recovery to implement projects specified in Clause 1 of this Article.
- Only applicable to projects that have just started site clearance work after the effective date of Resolution No. 258/2025/QH15 of the National Assembly.

Previously, in a submission sent to the City People's Council, the Hanoi City People's Committee said that in the period 2026-2030, the city aims to achieve socio-economic growth at a double-digit threshold, forming a new development driving force system, and enhancing the Capital's position as the political, economic, and cultural center of the country. To realize these goals, the city needs to synchronously implement many groups of tasks, in which the focus is to accelerate the progress of large and important investment projects with high spillover effects, directly contributing to growth and improving urban quality.
Currently, the city is implementing large and important projects in the area according to the provisions of Clause 2, Article 1 of Resolution No. 258/2025/QH15, such as: Investment project to build Olympic Sports Urban Area; Investment project for the Red River Landscape Avenue in Hanoi City; Investment project to build the Health - Elderly Health Care - Hanoi Medical University Complex in Hoang Mai ward; Investment project to build the Digital and Mixed Technology Park in Phu Dien and Tay Tuu wards...
Therefore, the promulgation of the City People's Council's Resolution to implement Clause 4, Article 7 of Resolution No. 258/2025/QH15 is in accordance with regulations, is necessary and is an important legal basis for the city to deploy land acquisition, compensation, support, and resettlement for large and important projects in the Capital in the fastest way, in accordance with regulations and create high consensus among people whose land is acquired. Thereby contributing to the successful implementation of the city's socio-economic growth target approved by the Central Government and the City Party Committee Executive Committee.
Clause 4, Article 7 of Resolution No. 258/2025/QH15 dated December 11, 2025 of the National Assembly stipulates: The City People's Council decides on criteria, levels of compensation, support, and resettlement when the State recovers land to implement projects in the city:
- For projects specified in Point a, Clause 2, Article 1 of this Resolution: Equal to 2 times the prescribed level;
- For projects not falling under the cases specified in Point a, Clause 2, Article 1 of this Resolution: Not more than 2 times the prescribed level.
