Hanoi starts construction of a road worth over VND278 billion connecting Thu Lam - Phu Khe

On January 16, in the excited atmosphere of welcoming the Spring of Binh Ngo 2026, towards the 14th National Congress of the Party, Thu Lam commune (Hanoi) held a groundbreaking ceremony for the project to build a road from the new National Highway 3 service road to Phu Khe ward (Bac Ninh province).

The project is implemented within the framework of the 2026 Public Investment Plan of Thu Lam commune, and at the same time responds to Plan No. 344/KH-UBND dated December 16, 2025 of the Hanoi People's Committee on organizing the groundbreaking and inauguration of large-scale works and projects to celebrate the 14th National Party Congress. When completed, the route will contribute to completing the transport infrastructure network, creating a driving force to attract investment, promote urban development and improve the quality of life of the people.

The project has a total investment of more than 278 billion VND from the city budget, with the implementation period of 2025-2028. The route is about 1.84km long, starting at the intersection with National Highway 3 (new), ending at Phu Khe ward (Bac Ninh province). The project is invested synchronously according to the plan, with items including: foundation, road surface with a cross-section of 1340m; rainwater drainage system, wastewater drainage; technical ditches; water supply; lighting; trees and traffic organization.

According to the Thu Lam Commune Infrastructure - Investment Project Management Board, the investment preparation process was implemented methodically and in accordance with regulations. The project was approved by the Hanoi People's Council in Resolution No. 14/NQ-HDND dated July 4, 2023; the People's Committee of Dong Anh district (old), now the People's Committee of Thu Lam commune, approved the investment project.

After the two-level local government model was implemented, the People's Committee of Thu Lam commune was assigned as the investor and received the project. Up to now, the legal procedures, design, and contractor selection have been completed, qualified to start construction according to regulations.

On behalf of the people of the villages in the project area, Secretary of the Co Chau Village Party Cell Nguyen Van Thuan said that the people expressed their excitement and high consensus. The route is identified as an " Important feat", meeting the long-standing aspirations of the people, contributing to opening up opportunities for socio-economic development, improving life and strengthening regional linkages. People are committed to closely coordinating in site clearance, community supervision and project protection.

With the attention and direction of the city, the determination of the Party Committee and the government of Thu Lam commune, and the consensus of the people, the project is expected to be completed on schedule, ensuring quality, promoting efficiency soon, creating development momentum for the northern area of the capital.
