Hanoi City plans to invest more than VND16,000 billion to build a complex of health care for the elderly associated with Hanoi Medical University in Hoang Mai ward, to meet the demand for health care in the context of rapid population aging.

On the morning of January 14, at the 4th Conference of the Hanoi Party Committee, the Hanoi People's Committee's Party Committee submitted a request for opinions on the policy of implementing the Investment Project to build a Medical Complex - Health care for the Elderly - Hanoi Medical University.

According to the submission, the implementation of the project demonstrates the determination of Hanoi City in concretizing the major policies of the Party and State on protecting, caring for and improving people's health; at the same time, forming a modern medical - educational - research model, with a long-term strategic scope.

The Hanoi People's Committee has identified this as a project of special significance, creating a foundation for the sustainable development of the capital's health system in the context of rapid population aging. The project is included in the list of priority areas, encouraging controlled testing in Hanoi according to Decision No. 6150/QD-UBND dated December 11, 2025; at the same time, integrating the fields of smart healthcare, smart education, medical - biological technology according to Resolution No. 34/2025/NQ-HDND.

The highlight of the project is the model of merging "Hospital - University - Research Institute" (academic hospital), allowing the combination of training, scientific research and medical examination and treatment. Accordingly, about 10,000 students and graduate students of Hanoi Medical University will be clinically trained in a high-quality medical environment, especially in the field of geriatrics and chronic diseases.

The project also contributes to the implementation of the population aging response strategy. Currently, Hanoi has more than 1 million people aged 60 and over and is expected to continue to increase rapidly in the coming years. The complex is designed as a multi-functional health care - medical complex, with a suitable care layer for each group of elderly people, helping to reduce the need to travel between many medical facilities, saving social costs.

The project is proposed by a consortium of investors including Hanoi Medical University Hospital, Hanoi Housing Development and Investment Corporation (Handico) and NGS Equipment and Communications Joint Stock Company.

According to the proposal, the project will be implemented on two land plots in Hoang Mai ward. Zone 1 (Lot D1) has an area of about 15 hectares, of which the expected construction area is 12.9 hectares, serving examination, treatment, high-tech medical care, training and research. Area 2 (Lot B3) has an area of about 0.7 hectares, built two buildings about 35 floors high, three basements, with about 1,100 apartments designed specifically for the elderly, with an estimated population of about 2,530 people.

The total preliminary investment of the project is about 16,093 billion VND. Phase 1 is expected to be completed and put into operation in 2028; phase 2 will be completed in 2030. If the policy is approved and specific mechanisms and policies are applied according to Resolution No. 258/2025/QH15, the project can start construction from January 17, 2026.

The Hanoi People's Committee also orients the development of a mechanism for service prices, selling prices and rental prices of apartments in the direction of incentives, ensuring sociability and people's access.
